Cyfarfu’r Cynulliad am 2 p.m. gyda’r Llywydd yn y Gadair.

The Assembly met at 2 p.m. with the Presiding Officer in the Chair.

Datganiad gan y Llywydd

Statement by the Presiding Officer

Dafydd Elis-Thomas Y Llywydd siaradwyd yn Gymraeg t. 2

Dafydd Elis-Thomas The Presiding Officer spoken in Welsh p. 2

Galwaf y Cynulliad Cenedlaethol i drefn.

I call the National Assembly to order.

Hoffwn atgoffa Aelodau y bydd cyflwyniad ar yr adeilad newydd am 5.30 p.m. yn dilyn y Sesiwn Llawn heddiw. Bydd cyfle i Aelodau fynd i’r cyflwyniad hwnnw.

I would like to remind Members that there will be a presentation on the new building at 5.30 p.m. after today’s Plenary session. There will be an opportunity for Members to go to that presentation.

Helen Mary Jones spoken in English p. 2

Helen Mary Jones siaradwyd yn Saesneg t. 2

Point of order. With regard to an e-mail that I have received, I am not sure whether it constitutes official Assembly business but, if it does, I believe it to be in contravention of Standing Order No. 5.2, which relates to business hours. It was an invitation to be present between 5.30 p.m. and 6.15 p.m. this evening for a presentation by the Richard Rogers Partnership in conference rooms A and B on the first floor. I believe this contravenes that Standing Order, which says that we:

Mater o drefn. Ynglŷn ag e-bost a dderbyniais, nid wyf yn siŵr a yw’n fusnes swyddogol y Cynulliad, ond os ydyw, credaf ei fod yn groes i Reol Sefydlog Rhif 5.2, sy’n ymwneud ag oriau busnes. Gwahoddiad ydoedd i fod yn bresennol rhwng 5.30 p.m. a 6.15 p.m. heno ar gyfer cyflwyniad gan Bartneriaeth Richard Rogers yn ystafelloedd cynhadledd A a B ar y llawr cyntaf. Credaf fod hyn yn groes i’r Rheol Sefydlog honno, sy’n datgan y byddwn:

‘in any event shall seek to avoid programming business before 9.00am or after 5.30pm’.

‘p’un bunnag [...] yn ceisio osgoi rhaglennu busnes cyn 9.00am neu ar ôl 5.30pm’.

I am also concerned by the short notice of this late business, which makes it difficult for people to arrange family matters. I am concerned that this may be the thin end of the wedge in terms of the Assembly moving away from its family friendly practices.

Yr wyf hefyd yn bryderus ynghylch byr rybudd y busnes hwyr hwn, sy’n ei gwneud hi’n anodd i bobl drefnu materion teuluol. Yr wyf yn poeni efallai mai blaen y gyllell yw hyn yn nhermau bod y Cynulliad yn symud i ffwrdd oddi wrth ei arferion cyfeillgar i deuluoedd.

Dafydd Elis-Thomas The Presiding Officer spoken in English p. 2

Dafydd Elis-Thomas Y Llywydd siaradwyd yn Saesneg t. 2

This presentation is not part of formal Government business, which is what is referred to in Standing Order No. 5.2. However, the First Secretary may respond if he so wishes.

Nid yw’r cyflwyniad hwn yn rhan o’r busnes Llywodraeth ffurfiol, sef yr hyn y cyfeirir ato yn Rheol Sefydlog Rhif 5.2. Fodd bynnag, gall y Prif Ysgrifennydd ymateb os dymuna.

Alun Michael The First Secretary spoken in English p. 2

Alun Michael Y Prif Ysgrifennydd siaradwyd yn Saesneg t. 2

It is not part of formal Government business, but it is an opportunity for a presentation that was requested by several Members. I accept Helen Mary’s point. I can assure her that we are fully committed to keeping all business within the hours indicated in that Standing Order and keeping to them.

Nid yw’n rhan o fusnes ffurfiol y Llywodraeth, ond mae’n gyfle am gyflwyniad y gofynnwyd amdano gan sawl Aelod. Derbyniaf bwynt Helen Mary. Gallaf ei sicrhau hi ein bod yn gwbl ymroddedig i gadw pob busnes o fewn yr oriau a nodir yn y Rheol Sefydlog honno a chadw at yr oriau hynny.

The pressure builds up towards the end of any session during the last couple of weeks, as people will know from experience elsewhere, whether in local authorities or at Westminster. If we are to ensure that everything is done, there must be pressure at the edges. Therefore, we sought to do it at the earliest moment—at the conclusion of business. It is not a compulsory item and it is not expected that all Members will attend. It is an opportunity for a briefing that several Members requested.

Bydd y pwysau’n cynyddu tua diwedd unrhyw sesiwn yn ystod yr wythnos neu ddwy olaf, fel y gŵyr pobl o brofiad mewn mannau eraill, boed mewn awdurdodau lleol neu yn San Steffan. Os ydym am sicrhau y caiff popeth ei wneud, rhaid cael pwysau ar yr ymylon. Felly, ymdrechwyd i wneud hyn ar y foment gynharaf—ar ddiwedd y busnes. Nid yw’n eitem orfodol ac ni ddisgwylir y bydd pob Aelod yn bresennol. Cyfle ydyw am gyfarwyddyd y gofynnwyd amdano gan sawl Aelod.

Dafydd Elis-Thomas The Presiding Officer spoken in English p. 3

Dafydd Elis-Thomas Y Llywydd siaradwyd yn Saesneg t. 3

I accept that. As Presiding Officer, I must have the highest regard to Standing Orders and this one in particular. I agree that the timing of business of this kind, whilst not in breach of the Standing Order as it is not part of formal business, contravenes the spirit. My office could agree a formal, firm timetable for all business with the Business Secretary on behalf of the Government of Wales. It will then be clear to organisations when there are opportunities to provide for informal sessions. However, we will fully adhere to the spirit of the working time between 9.00 a.m. and 5.30 p.m. I will review this before the summer recess to see if we can agree on a more formal notification system of all business that falls outside our normal envelope.

Yr wyf yn derbyn hynny. Fel Llywydd, rhaid imi roi’r parch mwyaf i Reolau Sefydlog ac i hon yn arbennig. Yr wyf yn cytuno bod amseriad busnes o’r math hwn, er nad yw’n torri’r Rheol Sefydlog gan nad yw’n rhan o’r busnes ffurfiol, yn mynd yn groes i ysbryd y Rheol. Gallai fy swyddfa gytuno ar amserlen ffurfiol, gadarn ar gyfer pob busnes gyda’r Trefnydd ar ran Llywodraeth Cymru. Wedyn bydd yn glir i sefydliadau pa bryd y ceir cyfleoedd i ddarparu ar gyfer sesiynau anffurfiol. Fodd bynnag, byddwn yn glynu’n llawn wrth yr ysbryd o gael oriau gwaith rhwng 9.00 a.m. a 5.30 p.m. Fe wnaf fi adolygu hyn cyn gwyliau’r haf i weld a allwn ni gytuno ar system hysbysu fwy ffurfiol ar gyfer pob busnes sy’n cwympo y tu allan i’n hamlen arferol.

Questions to the First Secretary

Dafydd Elis-Thomas The Presiding Officer spoken in English p. 4

Dafydd Elis-Thomas Y Llywydd siaradwyd yn Saesneg t. 4

I am aware that there has been some concern about the questions to the First Secretary and his greater accountability. I am considering the matter and I will make a statement in due course.

Yr wyf yn ymwybodol y bu peth pryder ynghylch y cwestiynau i’r Prif Ysgrifennydd a’i atebolrwydd ehangach. Yr wyf yn ystyried y mater ac fe wnaf ddatganiad maes o law.

Awdurdod Trafnidiaeth Integredig

Integrated Transport Authority

Q1 Michael German spoken in English p. 4

C1 Michael German siaradwyd yn Saesneg t. 4

What are the barriers to the establishment of an integrated transport authority for Wales and the Marches and how can those barriers be overcome? (OAQ368VB)

Beth yw’r meini tramgwydd rhag sefydlu awdurdod trafnidiaeth integredig i Gymru a’r Gororau a sut mae trechu’r meini tramgwydd hyn? (OAQ368VB)

Alun Michael The First Secretary spoken in English p. 4

Alun Michael Y Prif Ysgrifennydd siaradwyd yn Saesneg t. 4

Our priority is to develop and implement an integrated transport policy for Wales. We would have to consider the significant administrative and financial implications of establishing a passenger transport authority and the funding and regulatory arrangements for the bus and rail industries in any decision on a transport authority.

Ein blaenoriaeth yw datblygu a gweithredu polisi trafnidiaeth integredig i Gymru. Byddai’n rhaid inni ystyried goblygiadau gweinyddol ac ariannol sylweddol sefydlu awdurdod trafnidiaeth teithwyr a’r trefniadau ariannu a rheoleiddio ar gyfer y diwydiannau bysiau a rheilffyrdd mewn unrhyw benderfyniad ar awdurdod trafnidiaeth.

As a result of establishing such an authority, the role of local authorities would diminish. Primary legislation would be required, and major changes in the related organisational structures would require the agreement of the statutory bodies concerned and the Department of Environment, Transport and the Regions. Apart from that, it would be fairly simple.

Yn sgîl sefydlu awdurdod o’r fath, byddai rôl awdurdodau lleol yn lleihau. Byddai angen deddfwriaeth sylfaenol, a byddai newidiadau mawr yn y strwythurau trefniadaethol cysylltiedig yn gofyn am gytundeb y cyrff statudol dan sylw ac Adran yr Amgylchedd, Trafnidiaeth a’r Rhanbarthau. Ar wahân i hynny, byddai’n weddol syml.

Michael German spoken in English p. 4

Michael German siaradwyd yn Saesneg t. 4

It is important that buses should connect with trains, and trains with buses, so that people know that they can get from A to B. How will we cope with that when responsibility for buses lies in Wales and responsibility for trains in Westminster?

Mae’n bwysig y dylai bysiau gysylltu â threnau, a threnau gyda bysiau, fel bod pobl yn gwybod y gallant fynd o A i B. Sut y gwnawn ni ymdopi â hynny pan fo’r cyfrifoldeb am fysiau yn gorwedd yng Nghymru a’r cyfrifoldeb am drenau yn San Steffan?

Alun Michael The First Secretary spoken in English p. 5

Alun Michael Y Prif Ysgrifennydd siaradwyd yn Saesneg t. 5

We must get agreement from the organisations who have those responsibilities. We should use the powers that have been transferred to us to develop a response to transport issues in Wales, working in partnership with local authorities and regulatory bodies who have indicated that they are keen to work with us. Peter Law has had a useful meeting with Sir Alastair Morton, chair of the shadow Strategic Rail Authority, who is keen to have our views.

Rhaid inni gael cytundeb gan y sefydliadau sydd â’r cyfrifoldebau hynny. Fe ddylem ddefnyddio’r pwerau a drosglwyddwyd inni i ddatblygu ymateb i faterion trafnidiaeth yng Nghymru, gan weithio mewn partneriaeth â’r awdurdodau lleol a’r cyrff rheoleiddio a nododd eu bod yn awyddus i gydweithio â ni. Cafodd Peter Law gyfarfod buddiol gyda Syr Alastair Morton, cadeirydd Awdurdod Rheilffyrdd Strategol yr wrthblaid, sy’n awyddus i dderbyn ein sylwadau.

The fact that we do not have direct responsibility, or responsibility to direct, does not mean that we cannot do things. We should work with them and Government Ministries to ensure that we get the best possible integration within Wales and across the border. That is a very fair point.

Nid yw’r ffaith nad oes gennym gyfrifoldeb uniongyrchol, na chyfrifoldeb i gyfarwyddo, yn golygu na allwn ni wneud pethau. Dylem gydweithio â hwy ac â Gweinyddiaethau’r Llywodraeth i sicrhau y cawn yr integreiddio gorau posibl yng Nghymru a thros y ffin. Mae hynny’n bwynt teg iawn.

Owen John Thomas spoken in English p. 5

Owen John Thomas siaradwyd yn Saesneg t. 5

What steps have you taken to amend section 9 of the Transport Act 1968 to enable Wales to be considered as a single passenger transport area or to extend the Assembly’s powers to cover all forms of transport, including road and rail?

Pa gamau a gymerwyd gennych i ddiwygio adran 9 Deddf Drafnidiaeth 1968 fel y gellir trin Cymru fel un ardal ar gyfer cludiant teithwyr, neu i ymestyn pwerau’r Cynulliad i gynnwys pob ffurf ar gludiant, gan gynnwys ffyrdd a rheilffyrdd?

Alun Michael The First Secretary spoken in English p. 5

Alun Michael Y Prif Ysgrifennydd siaradwyd yn Saesneg t. 5

I have not given it detailed consideration. In a funny way, that is in total contrast to Mike’s question about the integration of transport across the border for Wales and the Marches. The integration of road and rail transport between north and south Wales and the facilities available on both sides of the border are important for those of us who spend a good deal of time travelling between north and south Wales. There are some difficult issues to deal with there.

Nid wyf wedi ystyried y mater yn fanwl. Mewn ffordd ryfedd, mae hynny’n gwrthgyferbynnu’n llwyr â chwestiwn Mike ynghylch integreiddio trafnidiaeth ar draws y ffin ar gyfer Cymru a’r Gororau. Mae integreiddio cludiant ffordd a rheilffordd rhwng gogledd a de Cymru a’r cyfleusterau sydd ar gael ar y naill ochr a’r llall i’r ffin yn bwysig i’r rheini ohonom sy’n treulio cryn dipyn o amser yn teithio rhwng gogledd a de. Mae ambell gwestiwn anodd angen sylw yn hynny o beth.

Lynne Neagle spoken in English p. 5

Lynne Neagle siaradwyd yn Saesneg t. 5

Does the First Secretary agree that the Government of Wales has a sizeable agenda of transport changes that can be implemented without the need for a transport authority? I have been contacted by pensioners in Torfaen who are keen to have their free bus travel. Would you agree that it is delivering real changes to people that counts, and would you give an assurance that free bus travel for pensioners will be a priority?

A yw’r Prif Ysgrifennydd yn cytuno fod gan Lywodraeth Cymru agenda sylweddol o newidiadau trafnidiaeth y gellir eu gweithredu heb fod angen awdurdod trafnidiaeth? Cysylltwyd â mi gan bensiynwyr yn Nhorfaen sy’n awyddus i gael teithio ar y bysiau am ddim. A fyddech chi’n cytuno mai cyflawni newidiadau real i bobl sy’n bwysig, ac a fyddech chi’n rhoi sicrwydd y rhoddir blaenoriaeth i sicrhau hawl pensiynwyr i deithio ar y bysiau am ddim?

Alun Michael The First Secretary spoken in English p. 6

Alun Michael Y Prif Ysgrifennydd siaradwyd yn Saesneg t. 6

We have set a priority for free transport for pensioners and we are working with local authorities in Wales to achieve that. I hope we will be able to take that forward. Elderly people are often excluded from society because of the inability to travel so it is important. You are right that the Assembly can do much by exercising its powers and acting as leader, working with the private sector, local authorities and other rail and bus transport organisations to get the best possible standard of transport in every part of Wales.

Yr ydym wedi pennu blaenoriaeth i gludiant am ddim i bensiynwyr, ac yr ydym yn cydweithio ag awdurdodau lleol yng Nghymru er mwyn sicrhau hynny. Gobeithiaf y gallwn fynd â hynny ymlaen. Caiff pobl oedrannus eu cau allan o gymdeithas yn aml oherwydd anallu i deithio, felly mae hyn yn bwysig. Yr ydych yn gywir pan ddywedwch y gall y Cynulliad wneud llawer drwy arfer ei bwerau a gweithredu fel arweinydd, gan gydweithio â’r sector preifat, awdurdodau lleol a chyrff eraill sy’n ymwneud â chludiant trên a bws er mwyn sicrhau’r safon orau bosibl o gludiant ym mhob rhan o Gymru.

Richard Edwards spoken in English p. 6

Richard Edwards siaradwyd yn Saesneg t. 6

If we are serious about integrating public transport in Wales, the Assembly must have an effective say in the way our rail service is run. I say that as someone who travels frequently by rail from west Wales. I am tempted to say almost as frequently as the trains but that would not be saying much. The rail company’s idea of integration is to lay on buses and taxis because its trains hardly ever run. Not that that stops the directors paying themselves lottery-figure salaries. Rail privatisation was a disaster and the service to west Wales is a disgrace. We must do something about it.

Os ydym o ddifri ynglŷn ag integreiddio cludiant cyhoeddus yng Nghymru, rhaid i’r Cynulliad gael llais effeithiol yn y ffordd y rhedir ein gwasanaeth rheilffyrdd. Dywedaf hyn fel un sy’n teithio’n aml ar y trên o’r gorllewin. Caf fy nhemtio i ddweud bron cyn amled â’r trenau, ond ni fyddai hynny’n dweud llawer. Syniad y cwmni rheilffordd o integreiddio yw darparu bysiau a thacsis am nad yw ei drenau prin fyth yn rhedeg. Nid bod hynny’n atal y cyfarwyddwyr rhag talu cyflogau ffigyrau-loteri iddynt eu hunain. Trychineb oedd preifateiddio’r rheilffyrdd ac mae’r gwasanaeth i’r gorllewin yn gywilydd. Rhaid inni wneud rhywbeth amdano.

Alun Michael The First Secretary spoken in English p. 6

Alun Michael Y Prif Ysgrifennydd siaradwyd yn Saesneg t. 6

I understand the complaints of those who try to use rail transport. I have experienced many frustrations myself and often the facility to make a complaint is of no use because you are too busy catching up with your schedule or putting right matters disrupted by the travel problems. I have sympathy for your view and your point about the history is right, but we have to pick up the situation from where our responsibilities began and try to improve it.

Yr wyf yn deall cwynion y rhai sy’n ceisio defnyddio’r trenau. Yr wyf innau wedi profi sawl rhwystredigaeth ac yn aml nid yw’r cyfleuster ar gyfer cwyno o unrhyw ddefnydd am eich bod yn rhy brysur yn dal i fyny â’ch amserlen neu’n unioni materion a ddioddefodd oherwydd y problemau cludiant. Mae gennyf gydymdeimlad â’ch barn, ac mae eich pwynt ynglŷn â’r hanes yn iawn, ond mae’n rhaid inni godi’r sefyllfa o’r fan lle dechreuodd ein cyfrifoldebau ni a cheisio’i gwella.

The Assembly will have an opportunity, for instance, to comment on the railways Bill. I greatly support the initiative the Deputy Prime Minister and Prime Minister took in holding the rail summit to emphasise to rail companies the expectations of rail passengers and the need to improve standards. It is a different matter as to how we fill some of the gaps in services needed for the future. I am certain that the Assembly will want to consider these detailed points in the Local Government, Environment, Planning, Housing and Transport Committee as will the Assembly Secretary responsible.

Fe gaiff y Cynulliad gyfle, er enghraifft, i roi sylwadau ar y Mesur Rheilffyrdd. Yr wyf yn cefnogi’n gryf yr hyn a wnaeth y Dirprwy Brif Weinidog a’r Prif Weinidog wrth gynnal yr uwch-gynhadledd rheilffyrdd i bwysleisio i’r cwmnïau rheilffyrdd ddisgwyliadau teithwyr trên a’r angen i wella safonau. Mater gwahanol yw sut mae llenwi rhai o’r bylchau yn y gwasanaethau sydd eu hangen ar gyfer y dyfodol. Yr wyf yn sicr y bydd y Cynulliad yn dymuno ystyried y pwyntiau manwl hyn yn y Pwyllgor Llywodraeth Leol, Amgylchedd, Cynllunio, Tai a Thrafnidiaeth, fel y bydd yr Ysgrifennydd Cynulliad sy’n gyfrifol.

Sue Essex spoken in English p. 7

Sue Essex siaradwyd yn Saesneg t. 7

Does the First Secretary agree that the railways Bill he mentioned, which is likely to be introduced in the autumn, gives us a good chance to feed in points that we may wish to be considered in Parliament?

A yw’r Prif Ysgrifennydd yn cytuno bod y mesur Rheilffyrdd a grybwyllodd, sy’n debygol o gael ei gyflwyno yn yr hydref, yn rhoi cyfle da inni gyflwyno pwyntiau yr hoffem i’r Senedd eu hystyried?

Alun Michael The First Secretary spoken in English p. 7

Alun Michael Y Prif Ysgrifennydd siaradwyd yn Saesneg t. 7

Yes, it gives us that opportunity. Our situation is different from Scotland’s, where there is a clear, narrow border and a clear integrity of service north of that border. We have a long porous border with services for Wales often dependent on connections elsewhere. In recent months Peter Hain, as the junior Minister responsible, has been trying to tackle this issue and Peter Law, as the Assembly Secretary responsible, is now engaging with it. It is not easy to disentangle it from how things have been done over the years.

Ydyw, y mae’n rhoi’r cyfle hwnnw inni. Mae’n sefyllfa ni’n wahanol i eiddo’r Alban, lle ceir ffin glir, gul a chyfanrwydd gwasanaeth clir i’r gogledd o’r ffin honno. Ffin hir fylchog sydd gennym ni, ac mae gwasanaethau i Gymru’n dibynnu’n aml ar gysylltiadau yn rhywle arall. Yn y misoedd diweddar bu Peter Hain, yr is-weinidog sy’n gyfrifol am y mater, yn ceisio mynd i’r afael ag ef ac mae Peter Law, yr Ysgrifennydd Cynulliad sy’n gyfrifol am y mater, bellach yn ymdrin ag ef. Nid yw’n hawdd ei ddatglymu oddi wrth y ffordd y mae pethau wedi’u gwneud ar hyd y blynyddoedd.

Government Delegation

Q2 Helen Mary Jones spoken in English p. 7

C2 Helen Mary Jones siaradwyd yn Saesneg t. 7

What arrangements does the First Secretary propose to make to ensure that Wales has a voice in the Government delegation in monitoring the progress towards targets agreed at the Beijing United Nations conference on women and planning the follow-up event in the year 2000? (OAQ364VB)

Pa drefniadau sydd gan y Prif Ysgrifennydd mewn golwg i sicrhau y bydd gan Gymru lais yn nirprwyaeth y Llywodraeth sy’n monitro hynt y targedau a bennwyd yng nghynhadledd y Cenhedloedd Unedig ar fenywod ym Meijing ac yn y trefniadau ar gyfer y gynhadledd ddilynol yn y flwyddyn 2000? (OAQ364VB)

Jane Hutt, as the Assembly Secretary responsible, and Assembly officials will liaise closely with Baroness Jay and the women’s unit in the Cabinet office to review progress within the UK and put forward examples of best practice. The make-up of the delegation to New York next year will depend on the themes and examples the UK decides to highlight. However, Wales will make a positive contribution to those preparations. As the Assembly has the highest proportion of women Members of any national or regional elected body, I hope that we will be highlighted as an example of good practice. By then perhaps there will be many examples of even better practice resulting from the good influence of that high proportion of women. I am sure that points of order such as that made earlier will help point us in that direction.

Bydd Jane Hutt, sef yr Ysgrifennydd Cynulliadol cyfrifol, a swyddogion y Cynulliad yn cydweithio’n agos â’r Farwnes Jay a’r uned ferched yn swyddfa’r Cabinet i adolygu datblygiadau yn y DU ac i gynnig enghreifftiau o ymarfer gorau. Bydd cyfansoddiad y ddirprwyaeth i Efrog Newydd y flwyddyn nesaf yn dibynnu ar y themâu a’r enghreifftiau y penderfyna’r DU eu tanlinellu. Fodd bynnag, bydd Cymru’n gwneud cyfraniad cadarnhaol at y paratoadau hynny. Gan mai yn y Cynulliad y mae’r ganran uchaf o Aelodau benywaidd mewn unrhyw gorff etholedig cenedlaethol neu ranbarthol, yr wyf yn gobeithio y cawn ni sylw fel esiampl o ymarfer da. Erbyn hynny efallai y bydd llawer o enghreifftiau o ymarfer gwell fyth o ganlyniad i ddylanwad da’r ganran uchel honno o fenywod. Yr wyf yn sicr y bydd materion o drefn fel hwnnw a wnaed gynnau yn helpu i’n cyfeirio i’r trywydd hwnnw.

The Committee on Equality of Opportunity has a remit to audit the Assembly’s progress in carrying out its legal duty on equality of opportunity. By March 2000 there will be further developments to report.

Mae’n rhan o gylch gwaith y Pwyllgor Cyfle Cyfartal i gadw llygad ar y ffordd y mae’r Cynulliad yn cyflawni’i ddyletswydd cyfreithiol ar gyfle cyfartal. Erbyn mis Mawrth 2000 ceir adroddiadau am ddatblygiadau pellach.

Helen Mary Jones spoken in English p. 8

I have received representation from the women’s voluntary sector in Wales indicating that they are concerned that both Northern Ireland and Scotland are currently formally represented in the Government delegation but Wales is not. Would Alun Michael ask Jane Hutt to meet with the Wales Women’s National Coalition as soon as possible in the autumn to see if this can be addressed?

Cefais sylwadau gan sector gwirfoddol y merched yng Nghymru yn nodi eu pryder fod cynrychiolaeth ffurfiol o Ogledd Iwerddon a’r Alban ill dwy yn nirprwyaeth y Llywodraeth, ond nid o Gymru. A fyddai Alun Michael yn gofyn i Jane Hutt gyfarfod â Chlymblaid Genedlaethol Menywod Cymru cyn gynted ag y bo modd yn yr hydref i weld a ellir gwneud rhywbeth am hyn?

I am certain that such meetings will take place. We are liaising with Baroness Jay and colleagues, and she will be coming to Cardiff this Friday, I believe, for a listening to women conference so that women in Wales can have an input into how these matters are considered at a UK level. Along with Baroness Jay, Jane Hutt will hear directly from women in Wales about what they think Government priorities should be. That is a specific and immediate opportunity for Welsh women’s voices to be heard. However, I am happy to look at the point made in your supplementary question.

Yr wyf yn siŵr y cynhelir cyfarfodydd o’r fath. Yr ydym yn cydgysylltu â’r Farwnes Jay a chydweithwyr iddi, a bydd hi’n dod i Gaerdydd ddydd Gwener yma, yn ôl a gredaf, i gynhadledd gwrando ar fenywod fel y gall menywod yng Nghymru gael mewnbwn i’r modd y trafodir y materion hyn ar lefel y DU. Ynghyd â’r Farwnes Jay, caiff Jane Hutt glywed yn uniongyrchol gan ferched yng Nghymru beth y maent hwy’n credu y dylai’r Llywodraeth roi blaenoriaeth iddo. Dyna gyfle penodol ac uniongyrchol i leisiau merched Cymru gael eu clywed. Fodd bynnag, fe edrychaf ar y pwynt a wnaed yn eich cwestiwn atodol â phleser.

Will the First Secretary confirm that, liaison with Baroness Jay or no, a Government delegation to recent meetings of the Convention on the Elimination of Discrimination Against Women held in the United Nations contained no representation from Wales? As Helen Mary rightly said, it included representation from Scotland and Northern Ireland. Will he give an assurance that this lack of representation will not occur in the future and that Wales will have a voice in such meetings?

A wnaiff y Prif Ysgrifennydd gadarnhau, beth bynnag am y cydgysylltu â’r Farwnes Jay, nad oedd unrhyw gynrychiolaeth o Gymru mewn dirprwyaeth gan y Llywodraeth i gyfarfodydd diweddar y Confensiwn ar Ddileu Gwahaniaethu yn Erbyn Menywod, a gynhaliwyd yn y Cenhedloedd Unedig? Fel y dywedodd Helen Mary, a hynny’n gywir, yr oedd cynrychiolaeth o’r Alban a Gogledd Iwerddon. A wnaiff roi sicrwydd na wna’r diffyg cynrychiolaeth hwn ddigwydd yn y dyfodol, ac y caiff Cymru lais mewn cyfarfodydd o’r fath?

Welsh Office officials, as they were before the transfer of powers, were invited to join the delegation to New York last month to give evidence to the United Nations Convention on the Elimination of Discrimination Against Women. They could not attend, partly because of the pressures put on them by the Assembly taking over Welsh Office powers. We are, in terms of officials, a small Assembly just as the Welsh Office was a small department of state. We have to be selective about which events we are represented at, rather than being tested by being involved in every international event. We have a clear input into the preparation of the representation on behalf of the whole of the UK. Jane Hutt is directly involved. Also, notwithstanding your first sentence about liaison with Baroness Jay or no, there is a very positive liaison with Baroness Jay. She is particularly interested in ensuring that Wales has an opportunity to make an input. She told me that when she first took up her responsibilities.

Cafodd swyddogion y Swyddfa Gymreig, fel yr oeddent cyn y trosglwyddo pwerau, eu gwahodd i ymuno â’r ddirprwyaeth i Efrog Newydd y mis diwethaf i roi tystiolaeth i Gonfensiwn y Cenhedloedd Unedig ar Ddileu Gwahaniaethu yn Erbyn Menywod. Nid oeddent yn gallu mynd, yn rhannol oherwydd y pwysau oedd arnynt wrth i’r Cynulliad ymgymryd â phwerau’r Swyddfa Gymreig. O ran swyddogion, Cynulliad bach ydym ni, yn union fel yr oedd y Swyddfa Gymreig yn adran wladwriaethol fach. Rhaid inni ddewis yn ofalus y digwyddiadau yr anfonwn gynrychiolaeth iddynt, yn hytrach na gor-ymestyn drwy fynnu rhan ym mhob digwyddiad rhyngwladol. Mae gennym fewnbwn clir i baratoad y gynrychiolaeth ar ran y DU gyfan. Mae a wnelo Jane Hutt â hyn yn uniongyrchol. Hefyd, er gwaethaf eich brawddeg gyntaf ynghylch perthnasedd y cydgysylltu â’r Farwnes Jay, y mae cyswllt cadarnhaol iawn rhyngom a’r Farwnes Jay. Mae ganddi ddiddordeb arbennig mewn sicrhau y caiff Cymru gyfle i wneud cyfraniad. Dywedodd hynny wrthyf pan ymgymerodd â’i chyfrifoldebau gyntaf.

This is not an Assembly matter but to be helpful, the Immigration and Nationality Directorate already has an office in Cardiff, operated by 13 staff from the immigration service ports directorate. They are responsible for processing the documentation of arriving passengers and for immigration law enforcement. There are no current plans for additional offices.

Nid mater i’r Cynulliad yw hwn ond, i’ch cynorthwyo, mae gan y Gyfarwyddiaeth Fewnfudo a Chenedligrwydd swyddfa yng Nghaerdydd eisoes, dan ofal 13 o staff o gyfarwyddiaeth porthladdoedd y gwasanaeth mewnfudo. Hwy sy’n gyfrifol am brosesu dogfennaeth teithwyr sy’n cyrraedd ac am weithredu cyfraith fewnfudo. Nid oes cynlluniau ar hyn o bryd ar gyfer swyddfeydd ychwanegol.

Jenny Randerson spoken in English p. 10

There are people in Wales who, either for purposes of study or work, have needed to use the Immigration Directorate services. They have had to wait a long time to revise their visas and so on as these applications go to the Croydon office rather than an office in Wales. Would not it be more efficient and appropriate if we had a branch in Wales? I understand that this is not directly within our power. That is why I used the word ‘support’ in my question.

Y mae pobl yng Nghymru sydd, un ai i ddibenion astudio neu waith, wedi bod angen defnyddio gwasanaethau’r Gyfarwyddiaeth Fewnfudo. Bu’n rhaid iddynt aros amser maith i adolygu’u fisas ac yn y blaen gan fod y ceisiadau hyn yn mynd i’r swyddfa yn Croydon yn hytrach nag i swyddfa yng Nghymru. Oni fyddai’n fwy effeithlon a phriodol pe bai gennym gangen yng Nghymru? Yr wyf yn deall nad yw hyn yn uniongyrchol o fewn ein hawdurdod. Dyna pam y defnyddiais y gair ‘cefnogi’ yn fy nghwestiwn.

Alun Michael The First Secretary spoken in English p. 10

Alun Michael Y Prif Ysgrifennydd siaradwyd yn Saesneg t. 10

Although this is not an Assembly matter, I will try to be helpful. The answer is, ‘not necessarily’. If you form a small branch or additional offices to take on duties not currently exercised in the Cardiff office it may lead to more delays as pieces of paper pass back and forth. As a constituency Member of Parliament I have come across examples, as I am sure have others, of situations where with fine tuning or discussion you can get access to an interview in Cardiff rather than London by asking for it. The service in Wales could be improved but Government Ministers and officials are willing to help wherever possible. If there are specific examples, as it is not our responsibility we could draw Ministers’ attention to them and try to improve the quality of the service.

Er nad mater i’r Cynulliad yw hwn, fe geisiaf fod o gymorth. ‘Dim o reidrwydd’ yw’r ateb. Os ffurfiwch gangen fach neu swyddfeydd ychwanegol i ymgymryd â dyletswyddau nas cyflawnir ar hyn o bryd yn swyddfa Caerdydd gallai hyn arwain at fwy o oedi wrth i ddarnau o bapur gael eu pasio’n ôl a blaen. Fel Aelod Seneddol etholaethol yr wyf wedi gweld enghreifftiau, fel pobl eraill mae’n siŵr, o sefyllfaoedd lle gallwch, drwy drefniadau manwl neu drafodaeth, gael cyfweliad yng Nghaerdydd yn lle Llundain drwy ofyn am hynny. Mae lle i wella’r gwasanaeth yng Nghymru ond mae Gweinidogion a swyddogion y Llywodraeth yn barod i helpu lle bynnag y bo modd. Os oes enghreifftiau penodol, gan nad ein cyfrifoldeb ni yw hyn, gallem dynnu sylw Gweinidogion atynt a cheisio gwella ansawdd y gwasanaeth.

Does the First Secretary agree that immigration issues are a major concern to our black and ethnic minority communities in Wales? Does he agree that these communities are already concerned about the Assembly’s relevance to them and that being able to deal with immigration matters in Wales might help to develop a face for the Assembly in our black and ethnic communities?

A yw’r Prif Ysgrifennydd yn cydweld fod materion mewnfudo o’r pwys mwyaf i’n cymunedau duon ac ethnig leiafrifol yng Nghymru? A yw’n cytuno bod y cymunedau hyn eisoes yn pryderu am berthnasedd y Cynulliad iddynt hwy, a phe gellid delio â materion mewnfudo yng Nghymru y gallai hynny helpu i ddatblygu wyneb i’r Cynulliad yn ein cymunedau duon ac ethnig?

Having been a community worker in the docks area of Cardiff, and having represented as a Member of Parliament the area of highest concentration of people from ethnic minority backgrounds, I am more aware than most of the importance of these issues to those communities. It would be unwise to give the impression that the Assembly is responsible for things that it is not. Ensuring that people within ethnic minorities in Wales are able to make their voice heard through the proper channels to those who have the responsibility is appropriate. Members of Parliament are the people who represent their interests on matters of this sort. Most Members of Parliament are keen to ensure that people have access to the appropriate services. Sometimes people press for something that does not improve the service, merely because it looks as though it would. We need to understand our responsibilities and the types of services that would help people more.

A minnau wedi bod yn weithiwr cymunedol yn ardal dociau Caerdydd, ac wedi cynrychioli fel Aelod Seneddol yr ardal â’r crynodiad uchaf o bobl o gefndiroedd ethnig lleiafrifol, yr wyf yn fwy ymwybodol na’r rhan fwyaf o bobl o bwysigrwydd y materion hyn i’r cymunedau hynny. Annoeth fyddai rhoi’r argraff fod y Cynulliad yn gyfrifol am bethau nad ydyw’n gyfrifol amdanynt. Priodol yw sicrhau y gall pobl o fewn lleiafrifoedd ethnig yng Nghymru godi eu llais drwy’r sianeli priodol i’r rheini sydd â chyfrifoldeb. Aelodau Seneddol yw’r bobl sy’n cynrychioli eu buddiannau ar faterion o’r math hwn. Mae’r rhan fwyaf o Aelodau Seneddol yn awyddus i sicrhau y gall pobl gyrraedd y gwasanaethau priodol. Weithiau bydd pobl yn pwyso am rywbeth nad yw’n gwella’r gwasanaeth, dim ond am ei fod yn edrych fel pe byddai’n ei wella. Mae angen inni ddeall ein cyfrifoldebau a’r mathau o wasanaethau a fyddai o fwy o gymorth i bobl.

On 24 February, I published ‘A Statistical Focus on Wales: the Valleys’. It presents a range of statistics comparing the social and economic circumstances in the programme for the Valleys area with the rest of Wales. It does not amount to a specific assessment of Rhondda Cynon Taff, as the programme for the Valleys does not include the whole of the local authority area but underlines the need to strengthen the local economy.

Ar 24 Chwefror, cyhoeddais ‘Ffocws Ystadegol ar Gymru: y Cymoedd’. Mae’n cyflwyno amrediad o ystadegau’n cymharu’r amgylchiadau cymdeithasol ac economaidd yn y rhaglen ar gyfer ardal y Cymoedd â gweddill Cymru. Nid yw’n asesiad penodol o Rondda Cynon Taf, gan nad yw’r rhaglen ar gyfer y Cymoedd yn cynnwys y cyfan o ardal yr awdurdod lleol, ond mae’n tanlinellu’r angen i gryfhau’r economi leol.

Given the community development work undertaken by the Pen-y-waun enterprise partnership that has benefited the local economy in one of the most depressed parts of Rhondda Cynon Taff, can you explain why, as of today, due to a delay in approval from the Welsh European Programme Executive, the partnership is effectively bankrupt? Staff have been working on good will for some time. What pressure can you bring to remedy a situation that will eventually mean a loss of staff and perhaps the total loss of this community programme? I would appreciate any help that you can give.

O gofio’r gwaith datblygu cymunedol a gyflawnwyd gan bartneriaeth fenter Pen-y-waun, a fu o fudd i’r economi leol yn un o rannau mwyaf dirwasgedig Rhondda Cynon Taf, a allwch chi egluro pam y mae’r bartneriaeth, o heddiw ymlaen, oherwydd oedi gyda chymeradwyaeth gan Adran Weithredol Rhaglen Ewropeaidd Cymru, i bob pwrpas yn fethdalwr? Mae’r staff yn gweithio ar ewyllys da ers tro. Pa bwysau y gallwch chi eu rhoi i adfer sefyllfa a fydd yn y pen draw yn golygu colli staff ac efallai golli’r rhaglen gymunedol hon yn llwyr? Byddwn yn gwerthfawrogi unrhyw gymorth y gallwch ei roi.

One of the principles of the Welsh European Programme Executive is that it operates at arm’s length from Government. I am not aware of the details of the problem that Pen-y-waun is experiencing but I am happy to ask my officials to look into it and discover what is going wrong. I know from my own experience that delays in payment to a voluntary organisation can be enormously damaging. The systems in place were intended to overcome delays. I promise to look into it immediately.

Un o egwyddorion Adran Weithredol Rhaglen Ewropeaidd Cymru yw ei bod yn gweithredu hyd braich oddi wrth y Llywodraeth. Nid wyf yn ymwybodol o fanylion problem Pen-y-waun, ond yr wyf yn hapus i ofyn i’m swyddogion ymchwilio i’r mater a chanfod beth sy’n mynd o’i le. Gwn o’m profiad fy hun y gall oedi cyn talu i gorff gwirfoddol fod yn niweidiol dros ben. Bwriadwyd i’r systemau sydd yn eu lle ddileu unrhyw oedi. Yr wyf yn addo edrych i mewn i’r mater yn syth.

Thank you for supporting the concerns of Christine Chapman. In the likely event of an assessment showing underdevelopment in north Rhondda Cynon Taff as opposed to the south, has he any plans to address this imbalance? Will he give an idea of how, during an assessment, skills and training needs can be properly addressed and funded?

Diolch am gefnogi pryderon Christine Chapman. Pe bai asesiad yn dangos tan-ddatblygiad yng ngogledd Rhondda Cynon Taf o gymharu â’r de, ac mae’n debyg mai dyna a ddangosir, a oes ganddo unrhyw gynlluniau i gywiro’r anghydbwysedd hwn? A wnaiff roi syniad sut y gellir, yn ystod asesiad, roi sylw a chyllid priodol i anghenion hyfforddi a sgiliau?

Alun Michael The First Secretary spoken in English p. 12

Alun Michael Y Prif Ysgrifennydd siaradwyd yn Saesneg t. 12

There are a series of things within the ambit of the Assembly that will help. First there is the way we look at developing proposals for further education and training, to ensure that we target work more carefully to improve the skills base and provide the skills necessary for employment to encourage both indigenous business and inward investment.

Mae cyfres o bethau o fewn cwmpas y Cynulliad a fydd o gymorth. Yn gyntaf, y ffordd y byddwn yn edrych ar ddatblygu cynigion ar gyfer hyfforddiant ac addysg bellach, i sicrhau y byddwn yn targedu gwaith yn fwy gofalus er mwyn gwella’r sylfaen sgiliau a darparu’r sgiliau angenrheidiol ar gyfer cyflogaeth a fydd yn ysgogi busnes cynhenid a buddsoddiad oddi allan.

Secondly, the availability of Objective 1 will be of enormous significance. It is important for business and local authorities in districts such as Rhondda Cynon Taff and other Valleys areas to look at how to bring forward proposals that will enable them to benefit positively from Objective 1 status. There are a series of other proposals that will tie together economic development, educational opportunity, training and the tackling of social exclusion. These are all relevant to the area that Pauline Jarman refers to.

Yn ail, bydd y ffaith fod Amcan 1 ar gael yn arwyddocaol dros ben. Mae’n bwysig i fusnes ac awdurdodau lleol mewn ardaloedd fel Rhondda Cynon Taf ac ardaloedd eraill yn y Cymoedd edrych ar ffyrdd o ddwyn cynigion gerbron a fydd yn eu galluogi i elwa’n gadarnhaol o statws Amcan 1. Mae yna gyfres o gynigion eraill a fydd yn cydblethu datblygu economaidd, cyfle addysgol, hyfforddiant ac ymdrin â dieithrwch cymdeithasol. Mae’r rhain i gyd yn berthnasol i’r ardal y mae Pauline Jarman yn cyfeirio ati.

In September 1997, the Morriston hospital trust decided—in the interests of patients’ safety and to maintain the specialised neuro-rehabilitation service—to ask the health authority that Clydach hospital be temporarily closed as an emergency measure. The consultant in neuro-rehabilitation was on sick leave and had no junior cover. The in-patient neuro-rehabilitation physiotherapist had resigned from her post. Attempts to find a replacement for both had failed. The services were replaced on the major acute hospital site at Morriston. Iechyd Morgannwg health, Swansea NHS trust and the Swansea Community Health Council are working together to engage the local community in Clydach in a debate about the hospital and its future use.

Ym mis Medi 1997, penderfynodd ymddiriedolaeth ysbyty Treforys—er mwyn diogelwch cleifion ac i gynnal y gwasanaeth niwro-adferol arbenigol —ofyn i’r awdurdod iechyd am i ysbyty Clydach gael ei gau dros dro fel cam argyfwng. Yr oedd yr ymgynghorydd ym maes niwro-adferiad i ffwrdd yn sâl ac nid oedd staff is a allai ymgymryd â’i waith. Yr oedd y ffisiotherapydd niwro-adferol i gleifion mewnol wedi ymddiswyddo. Yr oedd ymdrechion i ganfod rhywun i gymryd lle’r naill a’r llall wedi methu. Symudwyd y gwasanaethau i safle’r prif ysbyty achosion llym yn Nhreforys. Mae Iechyd Morgannwg, ymddiriedolaeth GIG Abertawe a Chyngor Iechyd Cymunedol Abertawe’n cydweithio i drafod yr ysbyty a’i ddyfodol gyda’r gymuned leol yng Nghlydach.

Would you agree that community hospitals—and, as a former resident of Clydach, I might say Clydach hospital in particular—play a pivotal role in community life? In addition to the consequential neglect of health care, the eyesores of boarded up buildings hardly act as magnets or catalysts for investment and regeneration.

A fyddech chi’n cytuno fod ysbytai cymunedol—ac, fel un oedd yn arfer byw yng Nghlydach, a gaf i ddweud ysbyty Clydach yn arbennig—yn chwarae rhan allweddol ym mywyd y gymuned? Yn ogystal â’r esgeuluso a geir yn sgîl hyn ar ofal iechyd, nid yw’r olygfa drist o adeiladau wedi’u bordio i fyny yn debygol o fod yn atyniad nac yn gatalydd i fuddsoddiad ac adfywiad.

Alun Michael The First Secretary spoken in English p. 14

Alun Michael Y Prif Ysgrifennydd siaradwyd yn Saesneg t. 14

I shall resist the temptation to say that we have seen many examples of that in Wales over the last 18 years. However, you are right that community hospitals are important. It is important for communities to understand the services they provide and to feel that the future of community hospitals is secure.

Ni wnaf ildio i’r temtasiwn i ddweud ein bod ni wedi gweld enghreifftiau lawer o hynny yng Nghymru dros y 18 mlynedd diwethaf. Fodd bynnag, yr ydych yn gywir bod ysbytai cymunedol yn bwysig. Mae’n bwysig i gymunedau ddeall y gwasanaethau a ddarparant a theimlo bod dyfodol ysbytai cymunedol yn sicr.

In view of the circumstances that I have described, it was necessary for the trust and the health authority to take action to ensure that there was no detriment to patients by continuing without the necessary consultant cover. On Clydach hospital, the outcome of the discussions that I have referred to is expected to be reported to the health authority board in December. A public consultation exercise about the future of the hospital will follow from that.

Oherwydd yr amgylchiadau a ddisgrifiais, bu’n rhaid i’r ymddiriedolaeth a’r awdurdod iechyd weithredu i sicrhau nad oedd dim niwed i gleifion wrth barhau heb y gwasanaeth ymgynghorydd angenrheidiol. O ran ysbyty Clydach, disgwylir i ganlyniad y trafodaethau a grybwyllais gael ei adrodd i fwrdd yr awdurdod iechyd ym mis Rhagfyr. Bydd ymarfer ymgynghori â’r cyhoedd ynghylch dyfodol yr ysbyty yn dilyn o hynny.

Mae pob plaid yn cytuno bod ein hysbytai cymunedol yn gwneud cyfraniad allweddol. Ai geiriau gwag oedd geiriau’r Llywodraeth ddoe?

Several of us attended the Community Hospitals Society conference in Llandrindod yesterday. Nage, oherwydd yr wyf wedi dweud ei bod yn bwysig iawn cefnogi ysbytai cymunedol. Yr ydym fel Cynulliad wedi cymryd cyfrifoldeb am broblemau enfawr y gwasanaeth iechyd yng Nghymru. Yr ydym wedi ceisio delio â rhai o’r problemau o ran y fframwaith a’r strategaeth sy’n cael ei sefydlu. Mae mwy i’w wneud a dyna pam yr wyf wedi gofyn i’r Ysgrifennydd Parhaol ynghyd â’r Comisiwn Archwilio a’r gwasanaeth iechyd gydweithio er mwyn cynhyrchu adroddiad a fydd yn helpu’r Cynulliad i edrych ar y ffordd ymlaen. Bydd yr adroddiad hefyd yn helpu’r Cynulliad i bwyso a mesur, cydnabod ein sefyllfa bresennol a symud ymlaen. Bydd gan ysbytai cymunedol rôl bwysig yn nyfodol y gwasanaeth iechyd.

No, because I have said that it is important to support community hospitals. As an Assembly, we have taken responsibility for the enormous problems of the health service in Wales. We have tried to deal with some of the problems with regards to the framework and strategy that is being put in place. There is more to do and that is why I have asked the Permanent Secretary together with the Audit Commission and the health service to co-operate to produce a report that will help the Assembly look at the way forward. The report will also help the Assembly take stock, recognise our present situation and move forward. Community hospitals will play an important role in the future of the health service.

Following that answer, does the First Secretary think that health authorities and hospital trusts—and I understand the circumstances relating to Clydach—should try to engage the community more closely in consultations on the future of such buildings and hospitals?

Yn dilyn yr ateb hwnnw, a yw’r Prif Ysgrifennydd o’r farn y dylai awdurdodau iechyd ac ymddiriedolaethau ysbyty—ac yr wyf yn deall yr amgylchiadau yng Nghlydach—geisio cyswllt agosach â’r gymuned wrth ymgynghori ynglŷn â dyfodol adeiladau ac ysbytai o’r fath?

Alun Michael The First Secretary spoken in English p. 15

Alun Michael Y Prif Ysgrifennydd siaradwyd yn Saesneg t. 15

Yes. There are examples of good practice. I am particularly impressed with the way that the Powys NHS trust has worked with local communities to assess and review the nature of the health service in their area. By doing that, they have fulfilled a promise given to me by the elected representatives and the health authority when I assured them of a future rather than a forced merger with Ceredigion. Such responsible working partnerships must be the way forward for the health service in Wales.

Ydw. Mae yna enghreifftiau o ymarfer da. Gwnaed argraff arbennig arnaf gan y ffordd y mae ymddiriedolaeth GIG Powys wedi cydweithio â’r cymunedau lleol i asesu ac adolygu natur y gwasanaeth iechyd yn eu hardal. Wrth wneud hynny, maent wedi cadw addewid a roddwyd i mi gan y cynrychiolwyr etholedig a’r awdurdod iechyd pan roddais i sicrwydd iddynt ynghylch eu dyfodol yn hytrach na’u gorfodi i uno â Cheredigion. Partneriaethau gweithio cyfrifol fel hyn yn ddi-os yw’r ffordd ymlaen i’r gwasanaeth iechyd yng Nghymru.

The problem is that unless people have confidence, they worry about each ward, each community hospital, each practice and each bit that affects their local neighbourhood. We need to create a situation where there is openness so that we can build confidence and a long-term strategy. We have been trying to work towards this by preparing for the stocktake and talking to Assembly Members in the Dyfed Powys area, for instance, about the problems facing the health service. In dealing with individual decisions, there is therefore a more open and engaged consultation. You asked about this in your question and I could not agree more.

Y broblem yw, os nad oes gan bobl hyder, byddant yn poeni am bob ward, pob ysbyty cymunedol, pob practis a phob tamaid sy’n effeithio ar eu cymdogaeth leol. Mae angen inni greu sefyllfa lle mae pobl yn agored fel y gallwn ni adeiladu hyder a strategaeth dymor-hir. Buom yn ceisio gweithio tuag at hyn drwy baratoi ar gyfer y cyfrif stoc a siarad ag Aelodau’r Cynulliad yn ardal Dyfed Powys, er enghraifft, am y problemau sy’n wynebu’r gwasanaeth iechyd. Wrth ddelio â phenderfyniadau unigol, ceir ymgynghori mwy agored ac ymrwymol felly. Fe ofynasoch am hyn yn eich cwestiwn, ac ni allwn i gytuno mwy.

The First Secretary is wise to resist the temptation to mention the last 18 years because the last two years have been under a Labour Government.

Mae’r Prif Ysgrifennydd yn ddoeth i beidio ag ildio i’r temtasiwn i sôn am y 18 mlynedd diwethaf, oherwydd bu’r ddwy flynedd ddiwethaf dan Lywodraeth Lafur.

I refer you again to the conference of NHS community hospitals that many of us attended, as Dai Lloyd said. Jane underlined the vital role of community hospitals, which many of us echoed. At the conference, I stated that no hospital should close unless there was an undertaking to open a new one on the same site. Does the First Secretary agree with that? Would he give an undertaking accordingly, in view of the sensitivity about the financial position of and threat to community hospitals in Powys?

Hoffwn gyfeirio eto at gynhadledd ysbytai cymunedol y GIG a fynychwyd gan lawer ohonom, fel y dywedodd Dai Lloyd. Tanlinellodd Jane rôl allweddol ysbytai cymunedol; datganiad a adleisiwyd gan lawer ohonom. Yn y gynhadledd, dywedais i na ddylai yr un ysbyty gau oni bai fod addewid i agor un newydd ar yr un safle. A yw’r Prif Ysgrifennydd yn cytuno â hynny? A fyddai’n rhoi addewid i’r perwyl hwnnw, yn wyneb y sensitifrwydd ynglŷn â safle ariannol ysbytai cymunedol ym Mhowys, a’r bygythiad iddynt?

Alun Michael The First Secretary spoken in English p. 16

Alun Michael Y Prif Ysgrifennydd siaradwyd yn Saesneg t. 16

You referred to the previous Government; it certainly did not commit itself to opening a new hospital on the same site as a closed one. It would be an absurd and impractical commitment to make. We must ensure that when any service is proposed for closure, there is a clear statement on how that service will be replaced and provided in the future. That has not been the case in the planning of the health service in Wales over the last two or three decades. It sometimes makes sense to bring services together in one area and consider co-operation between NHS trust services and those provided by GPs.

Fe wnaethoch gyfeiriad at y Llywodraeth flaenorol; yn sicr ni wnaeth honno ymrwymo i agor ysbyty newydd ar yr un safle ag un a gâi ei chau. Byddai’n ymrwymiad hurt ac anymarferol i’w wneud. Rhaid inni sicrhau pan fo cynigion ar gyfer cau unrhyw wasanaeth, bod yna ddatganiad clir ar sut y caiff y gwasanaeth hwnnw ei ddarparu yn y dyfodol. Nid dyna fel y bu hi wrth gynllunio’r gwasanaeth iechyd yng Nghymru dros y ddau neu dri degawd diwethaf. Weithiau mae’n gwneud synnwyr dod â gwasanaethau at ei gilydd mewn un ardal ac ystyried cydweithrediad rhwng gwasanaethau ymddiriedolaeth y GIG a rhai a ddarperir gan feddygon teulu.

In Powys, there is a good engagement between GPs and the trust services, partly because of the nature of these rural communities. We must be careful to avoid past mistakes where closures have occurred without adequate consultation or clarity about what will replace the closed service and when it will be replaced. It is also important for us to encourage people to engage in an intelligent debate about the nature of the health service that is required in each part of Wales and in Wales as a whole.

Ym Mhowys, ceir cytundeb da rhwng meddygon teulu a gwasanaethau’r ymddiriedolaeth, yn rhannol oherwydd natur y cymunedau gwledig hyn. Rhaid inni fod yn ofalus i osgoi camgymeriadau’r gorffennol lle caewyd gwasanaethau heb ddigon o ymgynghori nac eglurder ynghylch beth fydd yn cymryd lle’r gwasanaeth a gaewyd, a pha bryd y bydd yn cymryd ei le. Mae’n bwysig hefyd inni annog pobl i gymryd rhan mewn dadl ddeallus ar natur y gwasanaeth iechyd sydd ei angen ym mhob rhan o Gymru ac yng Nghymru yn ei chyfanrwydd.

I have had a request from Ann Jones to ask the Assembly Secretary for Health and Social Services a question on an urgent matter of public importance under Standing Order No. 6.31.

Cefais gais gan Ann Jones i ofyn cwestiwn i Ysgrifennydd y Cynulliad dros Iechyd a Gwasanaethau Cymdeithasol ar fater brys o bwys cyhoeddus dan Reol Sefydlog Rhif 6.31.

I am sorry for the confusion. I was under the impression that I could ask it tomorrow.

Mae’n ddrwg gennyf am y dryswch. Yr oeddwn i dan yr argraff y gallwn ei ofyn yfory.

Is Jane Hutt satisfied that the North Wales Health Authority reacted responsibly and appropriately to the meningitis incident that resulted in the tragic death of a 39-year-old primary school teacher in Rhyl last week? Will she make a statement?

A yw Jane Hutt yn fodlon bod Awdurdod Iechyd Gogledd Cymru wedi ymateb yn gyfrifol ac yn briodol i’r achos o lid yr ymennydd a arweiniodd at farwolaeth drist athrawes ysgol gynradd 39 mlwydd oed yn y Rhyl yr wythnos ddiwethaf? A wnaiff hi roi datganiad?

That is a sad situation and I know that Tom Middlehurst’s constituency has suffered a similar tragedy.

Mae hon yn sefyllfa drist ac fe wn fod etholaeth Tom Middlehurst wedi dioddef trasiedi debyg.

I share the sorrow of the parents and teachers in that community. I immediately took up this issue with the North Wales Health Authority and Welsh Office officials. It is a concern to parents, communities and schools throughout Wales and I was reassured by the action that was taken. It is difficult to know how to handle the situation and whether one incident could lead to an outbreak. However, I am confident that appropriate action was taken in north Wales. We will publish a report imminently on the handling of meningococcal infectious diseases prepared by an expert committee that Professor Ian Cameron chaired. I am confident that the group’s guidance was reflected in north Wales’ handling of that very sad incident.

Yr wyf yn rhannu tristwch y rhieni a’r athrawon yn y gymuned honno. Codais y mater hwn yn syth gydag Awdurdod Iechyd Gogledd Cymru a swyddogion y Swyddfa Gymreig. Mae’n destun pryder i rieni, cymunedau ac ysgolion ledled Cymru, a thawelwyd fy meddwl gan y modd y gweithredwyd. Mae’n anodd gwybod sut i drin y sefyllfa, a pha un ai y gallai un digwyddiad arwain at lu o achosion. Fodd bynnag, yr wyf yn hyderus y gweithredwyd yn briodol yn y gogledd. Byddwn yn cyhoeddi adroddiad gyda hyn ar drin clefydau meningococaidd wedi’i baratoi gan bwyllgor arbenigol dan gadeiryddiaeth yr Athro Ian Cameron. Yr wyf yn hyderus fod arweiniad y grŵp wedi’i adlewyrchu yn y modd yr ymdriniwyd â’r digwyddiad trist iawn hwnnw yn y gogledd.

David Lloyd siaradwyd yn Gymraeg t. 18

David Lloyd spoken in Welsh p. 18

Ar adegau anodd fel hyn, ni ddylem drafod yn ddwys yr hyn y dylid bod wedi’i wneud. Yr ydym i gyd yn teimlo dros y teuluoedd yn yr achosion hyn. Dyma un o’r sefyllfaoedd mwyaf brawychus y gallwn eu hwynebu fel meddygon a phobl yn gyffredinol. Croesawaf ddatganiad Jane, a dylem gofio fod llid yr ymennydd, yn enwedig straen C, yn newid ac yn ymddangos yn llawer mwy mileinig a pheryglus ar hyn o bryd. Credaf, felly, fod Awdurdod Iechyd Gogledd Cymru wedi ymateb yn briodol.

At difficult times like these, we should not discuss in detail what should have been done. We all feel for the families in these cases. It is one of the most frightening situations that we as doctors and people in general can face. I welcome Jane’s statement, and we should remember that meningitis, particularly strain C, has changed and seems to be far more ferocious and dangerous now. Therefore, I believe that the North Wales Health Authority reacted appropriately.

Brian Gibbons spoken in English p. 18

Brian Gibbons siaradwyd yn Saesneg t. 18

I add my comments to those of others about the bereaved families, and the concern that many parents feel due to health messages on being alert to the dangers of meningitis. Parents are getting confused messages and I am pleased that Ian Cameron will look into the issue. An example of the confusion—apart from the policy adopted in north Wales and Bro Taf—is that last year, in four of the five Welsh health authorities, there was a programme of immunisation against meningococcal disease on entrance into university halls of residence. However, one health authority in Wales decided not to follow that line. Sometimes people do not understand why university students are immunised when children at primary and secondary schools are not. To be honest, I think the whole issue is a mess and the sooner we get clarification on the policy, the sooner people will be reassured. That reassurance is currently lacking. I hope that Professor Cameron will be able to resolve this problem.

Ychwanegaf fy sylwadau i at rai a wnaed eisoes am y teuluoedd sy’n galaru, ac am y pryder a deimlir gan lawer o rieni oherwydd negeseuon iechyd ynghylch bod yn effro i beryglon llid yr ymennydd. Mae rhieni’n cael negeseuon dryslyd, ac yr wyf yn falch y bydd Ian Cameron yn ymchwilio i’r mater. Un enghraifft o’r dryswch—ar wahân i’r polisi a fabwysiadwyd yn y gogledd ac ym Mro Taf—yw y cafwyd y llynedd, mewn pedwar o’r pum awdurdod iechyd Cymreig, raglen o imiwneiddio rhag clefydau meningococaidd wrth symud i mewn i neuaddau preswyl prifysgolion. Fodd bynnag, penderfynodd un awdurdod iechyd yng Nghymru beidio â dilyn y trywydd hwnnw. Weithiau nid yw pobl yn deall pam y caiff myfyrwyr prifysgol eu himiwneiddio ond nid plant mewn ysgolion cynradd ac uwchradd. I fod yn onest, mae’r holl beth yn llanast yn fy marn i, a gorau po gyntaf inni gael eglurder ar y polisi er mwyn rhoi tawelwch meddwl i bobl. Ar hyn o bryd nid yw’r tawelwch meddwl hwnnw’n bod. Gobeithio y bydd yr Athro Cameron yn gallu datrys y broblem hon.

Jane Hutt spoken in English p. 19

Jane Hutt siaradwyd yn Saesneg t. 19

Thank you Dai Lloyd and Brian Gibbons. Having medical expertise in the Chamber is valuable. Brian, I do not think that the handling of this issue can be described as a mess; it is complex. I am informed daily of how we can handle those complexities. I would like to correct one impression. The guidance is about to be launched by Professor Cameron who worked with an expert group comprising members of the Meningitis Research Foundation, which includes parents who have suffered as a result of meningococcal disease.

Diolch i Dai Lloyd a Brian Gibbons. Mae’n werthfawr cael arbenigedd meddygol yn y Siambr. Brian, nid wyf yn credu y gellir disgrifio’r modd y triniwyd y mater hwn fel llanast; mae’n gymhleth. Caf negeseuon bob dydd am sut y gallwn ddelio â’r cymhlethdodau hynny. Hoffwn gywiro un camargraff. Mae’r canllawiau ar fin cael eu lansio gan yr Athro Cameron a fu’n gweithio gyda grŵp arbenigol yn cynnwys aelodau o Sefydliad Ymchwil Llid yr Ymennydd, sy’n cynnwys rhieni a ddioddefodd o ganlyniad i glefyd meningococaidd.

I am confident that we are doing what we can to ensure that this issue is clearly handled by the authorities and is not a mess. We all have a role to play in promoting the information—parents, teachers, health visitors as well as GPs. As a parent, I know the anxiety you feel when a child has a rash: you immediately think of meningitis. The issue is very much in the public domain. The Assembly has a vital role to play in ensuring that we get the right information across and that our experts in the field act appropriately and correctly. I can assure you that I am keeping a very close eye on this. I thank Ann for raising the matter and I am very sad for her constituent.

Yr wyf yn hyderus ein bod yn gwneud yr hyn a allwn i sicrhau y caiff y mater hwn ei drin yn glir gan yr awdurdodau ac nad yw’n llanast. Mae gan bawb ohonom rôl i’w chwarae yn hyrwyddo’r wybodaeth—rhieni, athrawon, ymwelwyr iechyd yn ogystal â meddygon teulu. Fel rhiant, gwn am y pryder a deimlir pan fydd llid ar blentyn: meddwl am lid yr ymennydd a wneir yn syth. Mae’n fater sydd yn wirioneddol yn llygad y cyhoedd. Mae gan y Cynulliad rôl allweddol i’w chwarae i sicrhau ein bod yn darparu’r wybodaeth gywir a bod ein harbenigwyr yn y maes yn gweithredu’n briodol ac yn gywir. Gallaf eich sicrhau fy mod yn cadw llygad agos iawn ar hyn. Diolch i Ann am godi’r mater, ac mae’n flin iawn gennyf am ei hetholwraig.

The next three weeks’ Plenary business is on the Chamberweb. I will go into some of the detail. I draw your attention to next Tuesday’s Plenary business when there will be motions to approve the Education (School Government) (Wales) Regulations 1999 and the Education (New Schools) (Wales) Regulations 1999. The motion to debate matters relating to the European Union, scheduled for Tuesday 14 September, has been deferred until later in the next session.

Mae busnes y Sesiwn Llawn am y tair wythnos nesaf ar we’r Siambr. Rhoddaf ychydig o’r manylion. Hoffwn dynnu’ch sylw at fusnes y Sesiwn Llawn ddydd Mawrth nesaf pryd y ceir cynigion i gymeradwyo Rheoliadau Addysg (Llywodraethu Ysgolion) (Cymru) 1999 a Rheoliadau Addysg (Ysgolion Newydd) (Cymru) 1999. Mae’r cynnig i drafod materion yn ymwneud â’r Undeb Ewropeaidd, a drefnwyd ar gyfer dydd Mawrth 14 Medi, wedi’i ohirio tan yn ddiweddarach yn y sesiwn nesaf.

Finally, I would like to announce the nominations for Assembly Members of the Partnership Council, as proposed by the Business Committee. They are: Alun Michael, Peter Law, Dafydd Wigley, Sue Essex, Rod Richards, Gwenda Thomas, Tom Middlehurst, Janet Ryder, Michael German, Janet Davies and David Davies. They are nominations; there will be no formal election. Arrangements will be made after Plenary today to place a copy of the statement on the internet and intranet.

Yn olaf, hoffwn gyhoeddi’r enwebiadau ar gyfer Aelodau Cynulliadol y Cyngor Partneriaeth, fel a gynigiwyd gan y Pwyllgor Busnes. Dyma nhw: Alun Michael, Peter Law, Dafydd Wigley, Sue Essex, Rod Richards, Gwenda Thomas, Tom Middlehurst, Janet Ryder, Michael German, Janet Davies a David Davies. Enwebiadau ydynt; ni fydd etholiad ffurfiol. Gwneir trefniadau ar ôl y Sesiwn Llawn heddiw i roi copi o’r datganiad ar y rhyngrwyd a’r fewnrwyd.

David Melding spoken in English p. 21

David Melding siaradwyd yn Saesneg t. 21

Point of order. I refer to Standing Orders Nos. 6.8 and 6.11, which make provision for statements by Assembly Secretaries. Are you aware that the National Assembly document ‘Realising the Potential’, a strategic framework for nursing, midwifery, and health visiting in Wales, was launched on Friday morning by the Assembly Secretary, Jane Hutt. This document, which carries the National Assembly imprimatur, was not circulated simultaneously or in advance to the spokespersons of the other political groups. Indeed, the document was not available in this building at all on Friday. Eventually, the Library located a copy at 3.15 p.m. Members of the Health and Social Services Committee received copies yesterday and, as I understand, other Assembly Members have yet to receive a copy. I appreciate that these are early days for the National Assembly, and I would welcome your views on the following. First, should the launch of key Assembly documents not be accompanied by a statement in Plenary by the relevant Assembly Secretary? Secondly, is it not protocol for members of the relevant Subject Committees and party spokespersons to receive copies immediately so that they can comment as appropriate?

Mater o drefn. Cyfeiriaf at Reolau Sefydlog Rhifau 6.8 a 6.11, sy’n darparu ar gyfer datganiadau gan Ysgrifenyddion y Cynulliad. A wyddoch chi y cafodd dogfen y Cynulliad Cenedlaethol ‘Gwireddu’r Potensial’, sef fframwaith strategol ar gyfer nyrsio, bydwreiciaeth ac ymwelwyr iechyd yng Nghymru, ei lansio fore Gwener gan Ysgrifennydd y Cynulliad, Jane Hutt. Ni chafodd y ddogfen hon, sy’n cario sêl y Cynulliad Cenedlaethol, ei chylchredeg ar y pryd nac ymlaen llaw i lefarwyr y grwpiau gwleidyddol eraill. Yn wir nid oedd y ddogfen ar gael yn yr adeilad hwn o gwbl ddydd Gwener. Yn y diwedd, llwyddodd y Llyfrgell i gael gafael ar gopi am 3.15 p.m. Derbyniodd aelodau’r Pwyllgor Iechyd a Gwasanaethau Cymdeithasol gopïau ddoe ac, yn ôl a ddeallaf, nid yw Aelodau eraill y Cynulliad wedi cael copi eto. Yr wyf yn sylweddoli bod y rhain yn ddyddiau cynnar i’r Cynulliad Cenedlaethol, ac fe fyddwn yn croesawu eich sylwadau ar y canlynol. Yn gyntaf, oni ddylai’r Ysgrifennydd Cynulliadol perthnasol wneud datganiad mewn Sesiwn Llawn i gyd-fynd â lansio dogfennau allweddol y Cynulliad? Yn ail, onid yw’n brotocol i aelodau’r Pwyllgorau Pwnc perthnasol a llefarwyr y pleidiau dderbyn copïau yn syth fel y gallant roi sylwadau fel y bo’n briodol?

Andrew Davies spoken in English p. 21

I thank David for raising those points. The announcements made by Jane Hutt and Rosemary Butler last week were linked to announcements by UK Government Ministers. Their timing was not within our control. There can be no question of holding up such announcements in Wales. However, we intend to be as open as we can in conducting all our business, including statements and announcements. Therefore, I have asked my officials to draw up a protocol, as David mentioned, about handling various types of statements and announcements. The Business Committee could discuss that. We are aware of the concerns. We aim to be open and transparent and will discuss this matter in Business Committee and come back to the Assembly with recommendations.

Diolch i David am godi’r materion hynny. Yr oedd y cyhoeddiadau a wnaed gan Jane Hutt a Rosemary Butler yr wythnos ddiwethaf yn gysylltiedig â chyhoeddiadau gan Weinidogion Llywodraeth y DU. Nid oedd eu hamseriad o fewn ein rheolaeth ni. Ni all fod unrhyw gwestiwn o ddal y fath gyhoeddiadau yn ôl yng Nghymru. Fodd bynnag, bwriadwn fod mor agored ag y gallwn wrth drafod ein holl fusnes, yn cynnwys datganiadau a chyhoeddiadau. Felly, gofynnais i’m swyddogion lunio protocol, fel y soniodd David, ynglŷn â sut i drin gwahanol fathau o ddatganiadau a chyhoeddiadau. Gallai’r Pwyllgor Busnes drafod hynny. Yr ydym yn ymwybodol o’r pryderon. Ein nod yw bod yn agored a thryloyw a byddwn yn trafod y mater hwn yn y Pwyllgor Busnes ac yn dod yn ôl i’r Cynulliad gydag argymhellion.

Mater o drefn. Hoffwn wthio Andrew Davies ychydig yn rhagor. Ategaf yr hyn a ddywedodd David Melding oherwydd mai ddoe yn unig y cefais i’r copi swmpus o ‘Gwireddu’r Potensial’. Yr oedd y lansiad swyddogol ddydd Gwener diwethaf ac yr oedd disgwyl imi ymateb i’r ddogfen bryd hynny.

Point of order. I wish to push Andrew Davies a little further. I endorse what David Melding said because I received a bulky copy of ‘Realising the Potential’ only yesterday. The official launch was last Friday and I was expected to respond to the document at that time.

Fel meddygon teulu, yr ydym wedi arfer â chlywed am ddatganiadau pwysig ar iechyd ar ôl y cyfryngau a bron pawb arall. Yn amlwg, nid yw pethau wedi newid yn fy swydd newydd. Yr wyf yn clywed am bethau ar ôl pawb arall o hyd. Mae gan Blaid Cymru ateb bob amser ar unrhyw bwnc ym maes iechyd, fel y cafwyd ddydd Gwener diwethaf. A oes rhaid inni chwarae’r gemau bach hyn? Strategaeth Cynulliad Cenedlaethol Cymru yw hon. Golyga hynny ein bod i gyd wedi cytuno â hi. Nid wyf yn cofio gwneud hynny, felly y mae wedi’i chyhoeddi heb drafodaethau â’r pleidiau eraill. A wnaiff Dafydd reoli ar y mater hwn?

As general practitioners, we have been used to hearing about important statements on health after the media and practically everyone else. Obviously, things have not changed in my new job. I still hear about things after everyone else. Plaid Cymru always has an answer on any subject in the field of health, as we had last Friday. Must we play these little games? This is the National Assembly for Wales’ strategy. That means that we have all agreed to it. I do not remember doing so, therefore it has been published without discussions with the other parties. Will Dafydd rule on this matter?

Point of order. I agree with David Melding and Dai Lloyd. Last week, when we delegated health functions, I reminded the Assembly of the vital role of Committees in this structure. It is alarming that this document was not circulated to Committee members, let alone to the Assembly as a whole. I am also alarmed to hear Andrew say that we have to do things according to Westminster timetables. Forgive me if I am wrong, but I thought that devolution meant that we in Wales would tread our own paths for many issues. I am very alarmed, Andrew, that we are being bounced into announcing things without Assembly Members knowing about them because Westminster dictates it. In future, you should consider what the Assembly is about rather than what Westminster is about.

Mater o drefn. Yr wyf yn cytuno gyda David Melding a Dai Lloyd. Yr wythnos ddiwethaf, pan fuom yn dirprwyo swyddogaethau iechyd, fe atgoffais y Cynulliad am rôl allweddol Pwyllgorau yn y strwythur hwn. Mae’n peri dychryn na chafodd y ddogfen hon ei dosbarthu i aelodau’r Pwyllgor, heb sôn am y Cynulliad i gyd. Caf fy nychryn hefyd wrth glywed Andrew’n dweud fod yn rhaid inni wneud pethau yn ôl amserlenni San Steffan. Maddeuwch imi os wyf yn cyfeiliorni, ond yr oeddwn i’n meddwl fod datganoli yn golygu y byddem ni yng Nghymru yn troedio’n llwybr ein hunain ar lawer o faterion. Mae’n peri dychryn mawr imi, Andrew, ein bod yn cael ein bownsio i gyhoeddi pethau heb i Aelodau’r Cynulliad wybod amdanynt am fod San Steffan yn mynnu hynny. Yn y dyfodol, fe ddylech chi ystyried safbwynt y Cynulliad yn hytrach na safbwynt San Steffan.

Andrew Davies spoken in English p. 23

I have given assurances and realise that concerns have been raised. However, we are still part of the UK Government so we have to consider its policy announcements on a range of issues. I have taken on board the concerns that have been expressed and I have proposed a way forward by establishing a protocol through the Business Committee. That is a way of getting all-party agreement on this issue.

Yr wyf wedi rhoi mwy nag un sicrwydd ac yr wyf yn sylweddoli bod pryderon wedi’u codi. Fodd bynnag, yr ydym yn dal i fod yn rhan o Lywodraeth y DU ac felly mae’n rhaid inni ystyried ei chyhoeddiadau polisi ar amrediad o faterion. Yr wyf wedi nodi’r pryderon a fynegwyd ac wedi cynnig ffordd ymlaen drwy sefydlu protocol drwy’r Pwyllgor Busnes. Dyna fodd o gael cytundeb rhwng y pleidiau i gyd ar y mater hwn.

Dafydd Elis-Thomas Y Llywydd siaradwyd yn Gymraeg t. 23

Dafydd Elis-Thomas The Presiding Officer spoken in Welsh p. 23

Dai Lloyd, gofynnaist imi reoli ar y pwnc hwn. Ceisiaf reoli ar bob pwnc perthnasol ond, yn yr achos hwn, mae Andrew Davies, ar ran y Llywodraeth, wedi dweud ei fod yn ceisio datblygu protocol a’i fod yn gobeithio gwneud hynny gyda chytuniad y pleidiau. Carwn weld y broses honno’n datblygu er mwyn inni gael y protocol gerbron y Cynulliad i’w drafod, yn hytrach na datganiad dirybudd gennyf fi ar y mater heddiw. Yr ydym yn datblygu gweithdrefnau newydd ac mae ein partneriaeth â San Steffan yn fater y mae’n rhaid inni dalu sylw iddo, cyhyd ag y bo’r bartneriaeth honno o’r ddwy ochr.

Dai Lloyd, you asked me to rule on this matter. I try to rule on every relevant matter but, in this case, Andrew Davies, on behalf of the Government, has said that he is trying to develop a protocol and that he hopes to do that with the agreement of the parties. I would like to see that process developing so that we can have the protocol before us to discuss it in the Assembly, rather than for me to make a statement on the matter today without warning. We are developing new procedures and our partnership with Westminster is a matter to which we must pay attention, as long as that partnership is from both sides.

The House Committee shall:

yn Saesneg Bydd y Pwyllgor Tŷ:

advise the Presiding Officer on the views of Members in respect of the efficiency and quality of services provided through the Office of the Presiding Officer and generally for Assembly Members and the public;

yn Saesneg yn hysbysu’r Llywydd am farn yr Aelodau ar effeithlonrwydd ac ansawdd gwasanaethau a ddarperir drwy Swyddfa’r Llywydd ac yn gyffredinol i Aelodau’r Cynulliad a’r cyhoedd;

consider monitoring reports submitted to it in respect of such services;

yn Saesneg yn ystyried adroddiadau monitro a gyflwynir iddo yng nghyswllt y cyfryw wasanaethau;

make such advice to the Assembly as it sees fit on the standards of accommodation, services and equipment provided to Members and on the services to the public;

yn Saesneg yn rhoi’r cyfryw gyngor ag a fo’n briodol yn ei olwg i’r Cynulliad ar safonau’r swyddfeydd, y gwasanaethau a’r offer a ddarperir i Aelodau ac ar y gwasanaethau i’r cyhoedd;

report to the Assembly at least once a year.

yn Saesneg yn adrodd i’r Cynulliad o leiaf un waith y flwyddyn.

Membership

in Welsh Aelodaeth

The Assembly shall elect to the Committee one Member from each political group in the Assembly, together with another Member to chair it. If a Member other than the Deputy Presiding Officer is elected to chair the Committee, the Deputy Presiding Officer shall be entitled to attend meetings of the Committee.

yn Saesneg Bydd y Cynulliad yn ethol un Aelod i’r Pwyllgor o bob grŵp gwleidyddol yn y Cynulliad, ynghyd ag aelod arall i’w gadeirio. Os etholir Aelod ar wahân i’r Dirprwy Lywydd i gadeirio’r Pwyllgor, bydd gan y Dirprwy Lywydd hawl i fynychu cyfarfodydd y Pwyllgor.

A member of the Committee may, having given advance notice to the Chair, be represented at the meeting of the Committee by another member from the same political group who has been identified in advance. The nominated representative may participate in the meeting of the Committee in all respects as if he or she was a member of it.

yn Saesneg Wedi rhoi rhybudd ymlaen llaw i’r Cadeirydd, gall aelod o’r Pwyllgor gael ei g/chynrychioli yng nghyfarfod y Pwyllgor gan aelod arall o’r un grŵp gwleidyddol a enwyd ymlaen llaw. Caiff y cynrychiolydd a enwebwyd gyfranogi yng nghyfarfod y Pwyllgor ym mhob ffordd fel pe bai’n aelod ohono.

If the Deputy Presiding Officer has been elected to chair the Committee, but his or her absence from a particular meeting is unavoidable, he or she will nominate the Assembly Business Secretary, or a member of the Panel of Chairs of the Subject Committees, to chair the meeting, failing which the Presiding Officer shall nominate an individual from the panel. Where any member not being a member of the Committee chairs a meeting following such a nomination, he or she shall be treated for all purposes at the meeting as a member of the Committee.

yn Saesneg Os yw’r Dirprwy Lywydd wedi’i (h)ethol i gadeirio’r Pwyllgor, ond na all osgoi bod yn absennol o gyfarfod arbennig, bydd yn enwebu Trefnydd y Cynulliad, neu aelod o Banel Cadeiryddion y Pwyllgorau Pwnc, i gadeirio’r cyfarfod, ac os na ellir gwneud hynny bydd y Llywydd yn enwebu unigolyn o blith y panel. Lle bydd unrhyw aelod nad yw’n aelod o’r Pwyllgor yn cadeirio cyfarfod ar ôl cael ei (h)enwebu fel hyn, ymdrinnir ag ef neu hi i bob pwrpas yn y cyfarfod fel aelod o’r Pwyllgor.

Meetings

yn Saesneg Cyfarfodydd

The Committee shall meet at least three times in each year. It shall meet in private.

yn Saesneg Bydd y Pwyllgor yn cyfarfod o leiaf dair gwaith ym mhob blwyddyn. Bydd yn cyfarfod yn breifat.

Provisions in Standing Order 8 relating to quorums for Committees or voting in Committees shall not apply to the Committee.

yn Saesneg Ni fydd y darpariaethau yn Rheol Sefydlog 8 parthed cworwm Pwyllgorau neu bleidleisio mewn Pwyllgorau yn berthnasol i’r Pwyllgor hwn.

Duration

yn Saesneg Oes

The Committee shall continue in existence until the date of the first anniversary of its initial meeting.

yn Saesneg Bydd y Pwyllgor yn bodoli am flwyddyn union ar ôl dyddiad ei gyfarfod cyntaf.

This issue has concerned Members for some time and we are keen to establish a House Committee at the earliest possible opportunity. The supporting document is on the Chamberweb. The establishment of a House Committee would provide a forum for Members to advise on the broad sweep of housekeeping matters and services that are provided to Assembly Members and the public. A House Committee can advise on matters such as Members’ general requirements for facilities and equipment, which are more appropriately discussed by that Committee than by the Business Committee. It could also advise on performance standards for specific services. It would be able to monitor performance against such standards and make proposals for improvements where needed. It would also be able to investigate complaints by Members and the public about the quality of services and review the value for money of services provided to Members and the public.

yn Saesneg Mae’r mater hwn wedi peri pryder i Aelodau ers tro ac yr ydym yn awyddus i sefydlu Pwyllgor Tŷ cyn gynted ag y bo modd. Ceir y ddogfen atodol ar we’r Siambr. Byddai sefydlu Pwyllgor Tŷ yn darparu fforwm i Aelodau er mwyn rhoi gwybodaeth am yr ystod eang o faterion cadw tŷ a gwasanaethau sydd ar gael i Aelodau’r Cynulliad a’r cyhoedd. Gall Pwyllgor Tŷ roi gwybodaeth ar faterion fel gofynion cyffredinol Aelodau am gyfleusterau ac offer, y byddai’n fwy priodol eu trafod gan y Pwyllgor hwnnw na chan y Pwyllgor Busnes. Gallai hefyd roi gwybodaeth am safonau perfformiad ar gyfer gwasanaethau penodol. Byddai’n gallu monitro perfformiad yn erbyn y safonau hynny a gwneud cynigion am welliannau lle byddai angen. Byddai hefyd yn gallu ymchwilio i gwynion gan Aelodau a’r cyhoedd ynghylch ansawdd gwasanaethau ac adolygu’r modd y mae gwasanaethau a ddarperir i Aelodau a’r cyhoedd yn rhoi gwerth am arian.

The benefits of the House Committee would outweigh its very modest cost. As you will see from the supporting document, it is estimated at around only £2,600 per year. A full list of the areas that the House Committee could be concerned with was put forward with the motion. I will not go into any further details. The Committee would consider matters that are of interest to all Members and membership would follow the model of the Business Committee. There would be one Member from each political group and one Member as chairperson.

yn Saesneg Byddai manteision y Pwyllgor Tŷ yn fwy na’r gost fechan o’i sefydlu. Fel y gwelwch o’r ddogfen atodol, fe’i hamcangyfrifir ar ddim ond oddeutu £2,600 y flwyddyn. Cafodd rhestr lawn o’r meysydd y gallai’r Pwyllgor Tŷ ymwneud â hwy ei rhoi ger bron gyda’r cynnig. Nid af i unrhyw fanylion pellach. Byddai’r Pwyllgor yn ystyried materion sydd o ddiddordeb i bob Aelod a byddai ei aelodaeth yn dilyn model y Pwyllgor Busnes. Ceid un Aelod o bob grŵp gwleidyddol a byddai un Aelod yn gadeirydd.

I support this motion because, regardless of our political differences, we must work together, ensure value for money and demonstrate to the people of Wales how well we can work for the benefit of Wales. There are things that we must do efficiently and in a business-like manner, but we will not be able to do them unless we talk. We must be proactive to get things done and reactive to stop things happening. I support this motion because, as the Business Secretary’s note says:

Yr wyf yn cefnogi’r cynnig hwn oherwydd, waeth beth fo ein gwahaniaethau gwleidyddol, mae’n rhaid inni gydweithio, sicrhau gwerth am arian a dangos i bobl Cymru mor dda y gallwn weithio er lles Cymru. Mae pethau y mae’n rhaid inni eu gwneud mewn modd effeithlon a threfnus, ond ni fyddwn yn gallu eu gwneud os na siaradwn ni. Rhaid inni fod yn rhagweithiol i sicrhau y caiff pethau eu gwneud ac yn adweitheddol i atal pethau rhag digwydd. Yr wyf yn cefnogi’r cynnig hwn oherwydd, fel y dywed nodyn y Trefnydd.

‘The main benefit…is that it would provide a forum for Members to advise on the broad sweep of housekeeping matters and services’.

‘Y brif fantais ... yw y byddai’n darparu fforwm i Aelodau er mwyn rhoi gwybodaeth am yr ystod eang o faterion cadw tŷ a gwasanaethau’.

That would provide a good service and we must move on this. If I apply a brief business tool, ISMEC, which I often use, we can identify what we need to do, set the standard, measure and monitor, evaluate, and commend and correct. We can learn by constantly developing and growing, and the House Committee would be the start of that. I support the motion.

Byddai hynny’n darparu gwasanaeth da a rhaid inni symud ar hyn. Os cymhwysaf fi arf busnes, ISMEC, a ddefnyddiaf yn aml, gallwn nodi’r hyn y mae angen inni ei wneud, gosod y safon, mesur a monitro, arfarnu, a chymeradwyo a chywiro. Gallwn ddysgu drwy ddatblygu a thyfu o hyd, a byddai’r Pwyllgor Tŷ yn gychwyn i hynny. Cefnogaf y cynnig.

I offer more cautious support for the motion. I have two concerns. The first, about cost, has almost been answered. I was relieved that the costs were very modest and I welcome that. However, I hope that the costs are not going to rise significantly when the Committee is up and running. With that caveat, I think it is a reasonable sum of money to outlay. What worries me more is that the Committee will meet in private. I have to ask myself, why? I am only 28 and new to politics, and I have never worked in Westminster. Therefore, I cannot be an expert on how things happen there. However, the items that this Committee will discuss, such as refurbishment, accommodation, broadcasting are fairly humdrum. They need to be discussed, but surely they will not create controversy. Surely we do not need to bar the press. From what little experience I have had of the press, it strikes me—

Yr wyf fi’n cynnig cefnogaeth fwy petrus i’r cynnig. Mae gennyf ddau bryder. Mae’r cyntaf, ynglŷn â’r gost, bron wedi’i ateb. Testun rhyddhad imi oedd fod y costau’n fach iawn a chroesawaf hynny. Fodd bynnag, gobeithiaf na fydd y costau’n cynyddu’n sylweddol pan fydd y Pwyllgor ar ei draed ac ar waith. Gyda’r rhybudd hwnnw, yr wyf o’r farn ei fod yn swm rhesymol o arian i’w wario. Yr hyn sy’n fy mhoeni’n fwy yw y bydd y Pwyllgor yn cyfarfod yn breifat. Rhaid imi ofyn i mi fy hun, pam? Wyth ar hugain oed yn unig wyf fi ac yn newydd i wleidyddiaeth, ac felly nid wyf erioed wedi gweithio yn San Steffan. Felly, ni allaf fod yn arbenigwr ar sut y gwneir pethau yn y fan honno. Fodd bynnag, materion eithaf diflas yw’r eitemau y bydd y Pwyllgor hwn yn eu trafod, fel adnewyddu, yr adeilad, darlledu. Mae angen eu trafod, ond go brin y byddant yn bynciau llosg. Nid oes bosibl fod angen inni wahardd y wasg. O’r ychydig o brofiad a gefais i o’r wasg, mae’n fy nharo i—

Jocelyn Davies spoken in English p. 27

Would you expect the cost to remain the same if the meeting was in public and we had to provide simultaneous translation?

A fyddech chi’n disgwyl i’r gost aros yr un fath pe bai’r cyfarfod yn gyhoeddus a bod rhaid inni ddarparu cyfieithu ar y pryd?

David Davies spoken in English p. 27

David Davies siaradwyd yn Saesneg t. 27

I think that is a good question. [Interruption.] I will give a good answer if you give me the opportunity. If the Committee met in public, there would possibly be a slight, but not very significant, rise in cost. I am sure that it does not cost an extortionate amount of money to provide translators for one meeting—after all, they are upstairs in this building as we speak. Therefore, I would not expect the cost to rise significantly.

Dyna gwestiwn da yn fy marn i. [Torri ar draws.] Fe roddaf ateb da os rhoddwch y cyfle imi. Pe bai’r Pwyllgor yn cyfarfod yn gyhoeddus, efallai y byddai rhyw fymryn o gynnydd, ond dim byd arwyddocaol iawn, yn y gost. Yr wyf yn siŵr nad yw’n costio swm afresymol o arian i ddarparu cyfieithwyr ar gyfer un cyfarfod—wedi’r cyfan, maent i fyny’r grisiau yn yr adeilad hwn yn awr. Felly, ni fyddwn i’n disgwyl i’r gost godi’n sylweddol.

I had already moved on from that point. I was talking about openness and asking why, if we were discussing such items as catering, accommodation and general administration, we needed to bar the press from the rooms in which the discussions were taking place? It seems to me, from the little experience I have had of dealing with the press, that the more you try to close them out of a meeting, the more they wish to get in. Therefore, I think that we need to consider whether we are really about open government. I hope that the Business Secretary will think about this after the Committee is up and running. With that, I offer my cautious support for the motion.

Yr oeddwn eisoes wedi symud ymlaen oddi wrth y pwynt hwnnw. Yr oeddwn yn sôn am fod yn agored ac yn gofyn pam, pe byddem yn trafod materion fel arlwyo, ystafelloedd a gweinyddiaeth gyffredinol, y byddai angen inni wahardd y wasg o’r ystafelloedd lle byddai’r trafodaethau’n digwydd? Mae’n ymddangos i mi, o’r ychydig o brofiad a gefais o ddelio â’r wasg, mai po fwyaf y ceisiwch chi eu cau allan o gyfarfod, mwyaf y byddant yn dymuno dod i mewn. Felly, yr wyf yn meddwl bod angen inni ystyried a ydym ni mewn gwirionedd yn ymhel â llywodraeth agored. Gobeithio y gwnaiff y Trefnydd feddwl am hyn pan fydd y Pwyllgor ar ei draed ac ar waith. Gyda hynny, cynigiaf fy nghefnogaeth betrus i’r cynnig.

Peter Black spoken in English p. 27

Peter Black siaradwyd yn Saesneg t. 27

I would hate to see it when David Davies was not being cautious. I also welcome the creation of this House Committee. It is important that we have the opportunity to discuss many of these matters, which are very important to the way this Assembly operates. In contrast to what David said, I do not believe that many of the items that we will discuss are humdrum. Many of them go to the heart of how this Assembly operates and how accessible we are. Some of them, such as IT provision, the internet and broadcasting, come under the remit of the House Committee, and all of them are essential if the public and the press are to have access to our business, the things we have to say and to the way we operate. Therefore, it is important that these things are right and that the House Committee responds quickly to any concerns that are raised by the press, the public and individual Members. Therefore, David’s point about the Committee meetings being open is well made and one which my group would support. I have some experience of government, mostly local government. Many of the items discussed are not the things of which high drama is made. The BBC might not wish to make a feature on our catering facilities, but such matters affect staff and visitors to the Assembly. If we are to discuss those, people should have access to our discussions and the reasons for our decisions.

Byddai’n gas gennyf weld David Davies pan nad yw’n bod yn betrus. Yr wyf innau’n croesawu creu’r Pwyllgor Tŷ hwn. Mae’n bwysig ein bod yn cael y cyfle i drafod llawer o’r materion hyn, sydd yn bwysig iawn i’r ffordd y mae’r Cynulliad hwn yn gweithredu. Yn wahanol i’r hyn a ddywedodd David, nid wyf yn credu mai materion diflas yw llawer o’r eitemau y byddwn yn eu trafod. Mae llawer ohonynt yn mynd at graidd y modd y mae’r Cynulliad hwn yn gweithredu a pha mor hygyrch yr ydym. Daw rhai ohonynt, fel darpariaeth TG, y rhyngrwyd a darlledu, dan gylch gwaith y Pwyllgor Tŷ, ac mae pob un ohonynt yn hanfodol os ydym am ganiatáu i’r cyhoedd a’r wasg gael mynediad at ein busnes, y pethau sydd gennym i’w dweud a’r ffordd y byddwn yn gweithredu. Felly, mae’n bwysig fod y pethau hyn yn iawn a bod y Pwyllgor Tŷ’n ymateb yn gyflym i unrhyw bryderon a godir gan y wasg, y cyhoedd ac Aelodau unigol. Felly, mae pwynt David ynghylch yr angen i gyfarfod y Pwyllgor fod yn agored yn un da ac yn un y byddai fy ngrŵp i’n ei gefnogi. Mae gennyf rywfaint o brofiad o lywodraeth, llywodraeth leol yn bennaf. Nid deunydd drama fawr yw llawer o’r eitemau a drafodir. Efallai na ddymunai’r BBC wneud rhaglen nodwedd ar ein cyfleusterau arlwyo, ond y mae materion o’r fath yn effeithio ar staff ac ymwelwyr â’r Cynulliad. Os ydym am drafod y rhain, dylai pobl gael mynediad i’n trafodaethau a chael gweld y rhesymau dros ein penderfyniadau.

I have not tabled an amendment to say that meetings should be open, but there should an element of suck it and see in how this Committee operates. I hope that, as we establish this Committee and get into the procedures, we shall consider whether meeting in private is appropriate and review that, perhaps after six months of operation. I hope that we can take that on board.

Nid wyf wedi gosod gwelliant gerbron i ddweud y dylai cyfarfodydd fod yn agored, ond dylai fod elfen o roi cynnig arni i weld yn y modd y mae’r Pwyllgor hwn yn gweithredu. Gobeithio, wrth inni sefydlu’r Pwyllgor hwn a dechrau ystyried y gweithdrefnau, y gwnawn ni ystyried a yw’n briodol cyfarfod yn breifat ac adolygu hynny, dyweder ar ôl chwe mis o weithredu. Gobeithio y gallwn ni dderbyn hynny.

Janice Gregory spoken in English p. 28

I welcome today’s debate on the establishment of a House Committee. It is important that there is a body in the Assembly which deals with the minor issues—perhaps some would say petty issues. However minor or petty these issues, they are important to the smooth running and efficiency of the Assembly. I thank the staff, especially Joy Jackson on the Members’ help desk, who should have a sign on her desk, saying, ‘The impossible I can do immediately; miracles take a little longer.’ All the staff have worked extremely hard to ensure that Assembly Members and their staff have had as trouble free a first few months as possible. However, we are all aware that there have been frustrating problems and too many have taken too long to resolve. The House Committee will cover a huge range of issues and I know that many Members will welcome a Committee that will discuss and hopefully resolve the issues as quickly as possible.

Yr wyf yn croesawu dadl heddiw ar sefydlu Pwyllgor Tŷ. Mae’n bwysig cael corff yn y Cynulliad i ddelio â’r mân faterion—byddai rhai efallai’n eu galw’n faterion pitw. Pa mor fân neu bitw bynnag yw’r materion hyn, maent yn bwysig i rediad llyfn ac effeithlonrwydd y Cynulliad. Hoffwn ddiolch i’r staff, yn enwedig Joy Jackson ar ddesg gymorth yr Aelodau, a ddylai gael arwydd ar ei desg yn dweud ‘Gallaf wneud yr amhosibl yn syth, bydd gwyrthiau’n cymryd ychydig yn hwy.’ Mae’r staff i gyd wedi gweithio’n eithriadol o galed i sicrhau fod Aelodau’r Cynulliad a’u staff wedi cael misoedd cyntaf mor ddidrafferth ag sy’n bosib. Fodd bynnag, yr ydym i gyd yn ymwybodol y cafwyd problemau dyrys a bod gormod ohonynt wedi cymryd gormod o amser i’w datrys. Bydd y Pwyllgor Tŷ yn ymdrin ag amrediad anferth o faterion ac yr wyf yn gwybod y bydd llawer o Aelodau’n croesawu Pwyllgor a fydd yn trafod a, gobeithio, yn datrys y materion cyn gynted ag y bo modd.

I am also pleased that this Committee will consider services to the general public. I have already received a number of complaints and suggestions from my constituents and other members of the public about their needs. There can be nothing more important than taking on board the views of the people who have elected us and want to come and see us work.

Yr wyf yn falch hefyd y bydd y Pwyllgor hwn yn ystyried gwasanaethau i’r cyhoedd yn gyffredinol. Yr wyf eisoes wedi cael nifer o gwynion ac awgrymiadau gan fy etholwyr ac aelodau eraill o’r cyhoedd ynglŷn â’u hanghenion. Ni all fod dim pwysicach na chymryd i ystyriaeth farn y bobl a’n hetholodd ac sydd eisiau dod i’n gweld yn gweithio.

Thank you for the indications of broad support, which range from warm to more cautious. Like all Committees of the Assembly, the House Committee will be accountable to this body. Obviously we will review its workings in due course and if changes need to be made, we shall make them.

Diolch i chi am y datganiadau o gefnogaeth eang, sy’n amrywio o gynnes i fwy petrus. Fel holl Bwyllgorau’r Cynulliad, bydd y Pwyllgor Tŷ yn atebol i’r corff hwn. Yn amlwg byddwn yn adolygu ei waith maes o law ac os bydd angen newidiadau, fe’u gwnawn.

On meeting in private, the Committee and the Assembly may well have a point of view about that in future. However, individual Members may want to raise concerns, which they can address, or feel comfortable in addressing, only in a private setting. Clearly David has a problem with meetings in private, and the relationship with the media is problematic. On that, it depends who raises the issue of openness and transparency for the media.

O ran cyfarfod yn breifat, efallai’n wir y bydd gan y Pwyllgor a’r Cynulliad safbwynt ynglŷn â hynny yn y dyfodol. Fodd bynnag, efallai y bydd Aelodau unigol eisiau codi pryderon na allant siarad amdanynt yn gyfforddus ond mewn sefyllfa breifat. Yn amlwg mae gan David broblem gyda chyfarfodydd preifat, ac mae’r berthynas gyda’r cyfryngau’n broblemus. Ar hynny, mae’n dibynnu pwy sy’n codi cwestiwn bod yn agored ac yn dryloyw er mwyn y cyfryngau.

Sefydlu Cwmni Darlledu’r Cynulliad

The Establishment of an Assembly Broadcasting Company

Andrew Davies spoken in English p. 30

I propose that the Assembly authorises the establishment of an Assembly Broadcasting Company in accordance with the principle set out in the paper “National Assembly for Wales: Proposed Broadcasting Arrangements” laid in the Table Office on July 8 1999, in accordance with Standing Order 6;

Cynigiaf fod y Cynulliad yn awdurdodi sefydlu Cwmni Darlledu ar gyfer y Cynulliad yn unol â’r egwyddor a amlinellwyd yn y papur “Cynulliad Cenedlaethol Cymru: Trefniadau Darlledu Arfaethedig” a roddwyd yn y Swyddfa Gyflwyno ar 8 Gorffennaf 1999, yn unol â Rheol Sefydlog 6;

under Section 63(1) of the Government of Wales Act, delegates to Assembly staff the work of finalising legal details to establish a Broadcasting Company;

o dan Adran 63(1) Deddf Llywodraeth Cymru, yn dirprwyo i staff y Cynulliad y gwaith o gwblhau’r manylion cyfreithiol yn derfynol er mwyn sefydlu Cwmni Darlledu;

adopts the Code of Conduct for Broadcasting the Proceedings of the National Assembly for Wales as laid in the Table Office on July 8 1999.

yn mabwysiadu’r Cod Ymddygiad ar gyfer Darlledu Trafodion Cynulliad Cenedlaethol Cymru fel a osodwyd yn y Swyddfa Gyflwyno ar 8 Gorffennaf 1999.

In introducing the motion, I point out that Standing Order No. 6 requires the Assembly to agree arrangements for broadcasting our proceedings. The host broadcaster, Barcud Derwen, has been contracted for five years to install, operate and maintain the equipment that generates the sound and vision signal of Assembly proceedings. The cost of the contract is shared with the BBC, HTV, S4C and NTL. By creating a legally distinct company with these broadcasters to manage the contract, the Assembly reinforces the principle of partnership with them and takes full advantage of their expertise. It also follows Westminster’s tried and tested model.

Wrth gyflwyno’r cynnig, nodaf fod Rheol Sefydlog Rhif 6 yn ei gwneud yn ofynnol i’r Cynulliad gytuno ar drefniadau ar gyfer darlledu’n trafodion. Mae’r darlledwr cartref, sef Barcud Derwen, ar gontract pum mlynedd i sefydlu, gweithredu a chynnal yr offer sy’n cynhyrchu’r signal sain a llun o drafodion y Cynulliad. Rhennir cost y contract gyda’r BBC, HTV, S4C ac NTL. Drwy greu cwmni sy’n gyfreithiol ar wahân gyda’r darlledwyr hyn i reoli’r contract, bydd y Cynulliad yn atgyfnerthu’r egwyddor o bartneriaeth gyda hwyac yn manteisio’n llawn ar eu harbenigedd. Bydd hefyd yn dilyn y model a gynigiwyd ac a brofwyd yn San Steffan.

The motion also refers to a code of conduct for broadcasting the proceedings and this is drawn from a statement of principles produced last year by the Broadcasting Task Force, established by the Welsh Office with cross-industry representation. The principles were submitted to the National Assembly Advisory Group and also notified to the Welsh Affairs Select Committee when it took evidence during its examination of broadcasting in Wales.

Mae’r cynnig hefyd yn cyfeirio at god ymddygiad ar gyfer darlledu’r trafodion, a thynnwyd hwn o ddatganiad egwyddorion a luniwyd y llynedd gan y Tasglu Darlledu, a sefydlwyd gan y Swyddfa Gymreig gyda chynrychiolaeth ar draws y diwydiant. Cyflwynwyd yr egwyddorion i Grŵp Ymgynghorol y Cynulliad Cenedlaethol ac fe hysbyswyd y Pwyllgor Dethol ar Faterion Cymreig amdanynt hefyd pan gymerodd dystiolaeth yn ystod ei archwiliad o ddarlledu yng Nghymru.

The aim of the code is to safeguard the integrity of the proceedings while not being overly prescriptive. Further details have been tabled in the paper ‘National Assembly for Wales Proposed Broadcasting Arrangements’ and these are available on the Chamberweb.

Amcan y cod yw gwarchod dilysrwydd y trafodion heb fod yn rhy orchmynnol. Rhoddwyd manylion pellach gerbron yn y papur ‘Cynulliad Cenedlaethol Cymru: Trefniadau Darlledu Arfaethedig’ ac mae’r rhain i’w cael ar we’r Siambr.

On the background to this, the host broadcast contract was let last October to Barcud Derwen. The contract cost is £580,000 per annum for five years with an option to renew for a further two. Barcud have installed and now operate and maintain the equipment that generates the sound and vision signal of all plenary proceedings and selected committees in the Assembly building—up to three simultaneously.

O ran y cefndir i hyn, rhoddwyd y contract darlledu cartref ar osod fis Hydref diwethaf i Farcud Derwen. Cost y contract yw £580,000 y flwyddyn am bum mlynedd gydag opsiwn i adnewyddu am ddwy flynedd arall. Mae Barcud wedi gosod a bellach yn gweithio ac yn cynnal yr offer sy’n cynhyrchu’r signal sain a llun o’r holl drafodion llawn a rhai pwyllgorau yn adeilad y Cynulliad—hyd at dri ar yr un pryd.

The contract, however, does not cover external committee meetings because requirement details were insufficient when the specification was drawn up. This issue is being considered separately. This core contract cost is split 50-50 with the BBC, HTV, S4C and NTL and in return they have access to the feed and a 50 per cent discount on the rental for their space on the fourth floor of this building.

Nid yw’r contract, fodd bynnag, yn cynnwys cyfarfodydd pwyllgorau allanol am fod manylion y gofynion yn annigonol pan luniwyd y fanyleb. Caiff y mater hwn ei ystyried ar wahân. Rhennir cost y contract craidd hwn hanner-a-hanner gyda’r BBC, HTV, S4C ac NTL ac yn gyfnewid am hyn cânt hwy ddefnyddio’r signalau a gostyngiad o 50 y cant ar y rhent am eu lle ar bedwerydd llawr yr adeilad hwn.

The media partners also contributed to the contract specification through the broadcasting task group, which was set up by the Welsh Office last May to advise the Secretary of State for Wales on broadcasting arrangements. The Assembly broadcasting company has the company model that was successfully tried and tested in Westminster as a pattern to follow. As well as encouraging the principle of partnership, it provides a mechanism for resolving any dispute at an appropriate delegated level. The company will hold the copyright license from the Assembly, and using the expertise of media partners it will be able to exploit the coverage rights. Income will be used to offset the contract costs as it will not be a profit-making company.

Cyfrannodd y partneriaid cyfryngol hefyd at fanyleb y contract drwy’r grŵp gorchwyl ar ddarlledu, a sefydlwyd gan y Swyddfa Gymreig fis Mai diwethaf i gynghori Ysgrifennydd Gwladol Cymru ar drefniadau darlledu. Mae’r model cwmni a dreialwyd ac a brofwyd yn llwyddiannus yn San Steffan ar gael i gwmni darlledu’r Cynulliad fel patrwm i’w ddilyn. Yn ogystal ag annog yr egwyddor o bartneriaeth, mae’n darparu mecanwaith ar gyfer datrys unrhyw anghydfod ar lefel ddirprwyedig briodol. Bydd y cwmni’n dal y drwydded hawlfraint gan y Cynulliad, a chan ddefnyddio arbenigedd y partneriaid cyfryngol bydd yn gallu ymelwa ar yr hawliau darlledu. Defnyddir incwm i’w roi yn erbyn costau’r contract gan na fydd hwn yn gwmni sy’n gwneud elw.

There are no significant additional costs for this model. Audit and legal fees will be absorbed by income. Voting rights will be split according to financial contribution, but the Assembly will have an additional casting vote in case of a tie.

Nid oes costau ychwanegol arwyddocaol ar gyfer y model hwn. Caiff ffioedd archwilio a chyfreithiol eu llyncu gan yr incwm. Rhennir hawliau pleidleisio yn ôl cyfraniad ariannol, ond bydd gan y Cynulliad bleidlais fwrw ychwanegol i’w defnyddio os bydd pleidlais gyfartal.

Assembly Members will need to be chosen on an agreed basis to serve as directors and it is suggested that the Deputy Presiding Officer take the chair. Assembly staff will run the company’s executive committee and answer to the board on day-to-day matters. The code, which is a separate document, could be monitored by the Presiding Officer’s House Committee if this Assembly agrees to its establishment.

Bydd angen dewis Aelodau o’r Cynulliad ar sail gytunedig i wasanaethu fel cyfarwyddwyr ac awgrymir bod y Dirprwy Lywydd yn cymryd y gadair. Bydd staff y Cynulliad yn rhedeg pwyllgor gwaith y cwmni ac yn ateb i’r bwrdd ar faterion dydd-i-ddydd. Gallai’r cod, sy’n ddogfen ar wahân, gael ei fonitro gan Bwyllgor Tŷ y Llywydd os cytuna’r Cynulliad hwn i’r pwyllgor hwnnw gael ei sefydlu.

Yr wyf wedi dethol dau welliant i’w cynnig gan Elin Jones ac Ieuan Wyn Jones.

I have selected two amendments to be proposed by Elin Jones and Ieuan Wyn Jones.

Elin Jones siaradwyd yn Gymraeg t. 32

Elin Jones spoken in Welsh p. 32

Cynigiaf y gwelliant canlynol. Ychwanegu ar ddiwedd paragraff 1

I propose the following amendment. At the end of paragraph 1, add

Elin Jones (parhad) siaradwyd yn Gymraeg t. 32

Elin Jones (continued) spoken in Welsh p. 32

Byddai’r gwelliant hwn yn sicrhau y byddai’r signal darlledu yn cofnodi trafodion y Cynulliad mewn modd cyflawn, teg a chywir ac yn trin y Gymraeg a’r Saesneg yn gyfartal. Y rheswm dros gynnig y gwelliant hwn yw sicrhau’r driniaeth gyfartal hon i’r allbwn darlledu o’r cychwyn cyntaf fel nad yw Aelodau sy’n dewis siarad Cymraeg yn y Cynulliad o dan unrhyw anfantais yn sgîl hyn nac oherwydd yr hyn a ddarlledir.

This amendment would ensure that the broadcast signal records the proceedings of the Assembly in a full, fair and correct manner, treating the Welsh and English languages equally. The reason for proposing the amendment is to ensure this equal treatment on the broadcasting output from the beginning so that Members who choose to speak Welsh in the Assembly are not under any disadvantage as a result of this or as a result of what is broadcast.

Cafwyd achosion lle nad yw triniaeth y cyfryngau o’r Gymraeg yn y darllediadau byw wedi bod yn gyfartal â’r Saesneg yn ystod wythnosau cyntaf y Cynulliad.

There have been cases where the media’s treatment of Welsh and English during live broadcasts has been unequal in the first weeks of the Assembly.

Mae nifer ohonom sydd wedi cyfrannu yn y Gymraeg wedi derbyn cwynion gan ein hetholwyr gan nad ydynt yn deall gair o’r hyn a ddywedwyd gennym yn ystod y darllediadau byw oherwydd fod trac y Gymraeg yn cymysgu gyda’r cyfieithiad ar y pryd. Mae’r ddwy iaith yn cystadlu yn erbyn ei gilydd ac nid yw’r gwylwyr yn deall yr un o’r ddwy.

A number of us who have contributed in Welsh have received complaints from our electors because they do not understand a word of what we have said during the live broadcasts due to the Welsh track being mixed with the simultaneous translation. Both languages are competing with each other and the viewers understand neither.

Mae cyfraniadau Cymraeg yn y Siambr yn hollol ddi-werth i’r gwylwyr adref felly. Rhaid inni sicrhau bod y Gymraeg a’r Saesneg yn cael eu trin yn gyfartal a dyna bwrpas y gwelliant.

Contributions in Welsh in the Chamber are therefore worthless for the viewers at home. We must ensure that Welsh and English are treated equally and that is the purpose of the amendment.

Deallaf fod darlledu digidol yn cychwyn o fis Medi ymlaen ac y bydd S4C2 yn cynnig opsiwn tecach i’r gwylwyr. Cânt ddewis gwrando ar drac sain gwreiddiol y Gymraeg neu ar drac sain y cyfieithiad. Bydd hyn yn sicrhau cydraddoldeb llawn i’r ddwy iaith.

I understand that digital broadcasting will start in September and that S4C2 will offer viewers a fairer option. They will be able to choose between the original Welsh soundtrack and the translated soundtrack. This will ensure the full equality of both languages.

Er hyn, bydd yn amser hir cyn i bawb yng Nghymru allu derbyn teledu digidol a deall ein cyfraniadau Cymraeg yn y Siambr yn llawn.

However, it will be a long time before everyone in Wales can receive digital television and fully understand our contributions in Welsh in this Chamber.

Er mwyn hybu’r gynulleidfa ehangaf bosibl i drafodaethau’r Cynulliad, gobeithiwn, yn ogystal â darllediadau teledu Barcud Derwen o’r Siambr, y gellir dechrau trafodaethau ynglŷn â darlledu ar y rhyngrwyd. Gobeithiaf y gallwn annog y Llywodraeth i ystyried hyn ac y gall darpariaeth darlledu Barcud Derwen fynd ar y we.

To encourage the widest possible audience for Assembly discussions, we hope, in addition to the Barcud Derwen television broadcasts from the Chamber, to begin discussions on broadcasting on the internet. I urge the Government to consider this and broadcasting Barcud Derwen’s output on the web.

I ddod yn ôl at y gwelliant, yr wyf yn awyddus iawn i sicrhau bod y Gymraeg a’r Saesneg i’w clywed yn gyfartal yn narllediadau byw teledu analog. Os nad yw hyn yn digwydd, bydd y rhai ohonom sy’n dewis siarad yn y Gymraeg yn y Cynulliad dan anfantais sylweddol. Anogaf yr Aelodau felly i gefnogi’r gwelliant.

To return to the amendment, I am keen to ensure that Welsh and English are heard on an equal basis in live broadcasts on analogue television. If that is not achieved then those of us who choose to speak in Welsh will be under a substantial disadvantage. I urge Members therefore to support the amendment.

Ieuan Wyn Jones siaradwyd yn Gymraeg t. 33

Cynigiaf y gwelliant canlynol. Mewnosod paragraff 21:

I propose the following amendment. Insert paragraph 21:

Mae grŵp Plaid Cymru yn croesawu’r cynnig. O gofio bod ein trafodaethau wedi’u darlledu’n fyw a’u recordio ers y dechrau, mae’n arwyddocaol na fu trafodaeth yn y Cynulliad ynglŷn â recordio a darlledu ein trafodaethau ai peidio. Yr wyf yn cofio trafodaeth o’r fath yn San Steffan pan wrthwynebodd rhai aelodau yn chwyrn, ond yr wyf yn falch fod Aelodau’r Cynulliad wedi derbyn o’r dechrau ei bod yn bwysig i bobl Cymru gael y cyfle i wrando ar ein trafodaethau, ym mha bynnag iaith y bo hynny.

The Plaid Cymru group welcomes the motion. Bearing in mind that our discussions have been televised and recorded from the beginning, it is significant that there was no discussion in the Assembly about whether we should record and televise our discussions or not. I remember such a discussion at Westminster where some Members fiercely opposed it, but I am pleased that the Assembly Members have accepted from the beginning that it is important for the people of Wales to be given the opportunity to listen to our discussions in whichever language that may be.

Fel yr awgrymodd Elin, mae rhai problemau wedi codi’n barod ynglŷn â’r ffordd y gweithredir y darlledu a dyna paham y cynigiwyd y gwelliant ganddi. Mae’n bwysig fod Aelodau’r Cynulliad yn hapus fod y trefniadau a’r cytundeb yn cael eu gweithredu’n iawn, ac yn hapus â’r modd y dehonglir y cytundeb a’r Cod. Mae hynny cyn bwysiced â’r geiriau o’n blaenau yn y cynnig. O ganlyniad i hyn, teimlaf y dylid cynhyrchu adroddiad o leiaf unwaith y flwyddyn yn ymdrin â’r modd y gweithredir y cytundeb, fel ein bod yn trafod problemau ac yn gofyn i’r darlledwyr eu cymryd i ystyriaeth.

As Elin has suggested, some problems have already risen regarding broadcasting operations and that is why she proposed the amendment. It is important that Assembly Members are happy that the arrangements and the agreement are being implemented properly and are happy with the way that the agreement and Code are interpreted. That is as important as the wording of the motion before us. As a result, I feel that a report should be produced at least once a year to deal with the way the agreement is effected, so that we can discuss any problems and ask the broadcasters to take them into consideration.

Rhaid inni fod yn hapus â’r trefniadau a’r ffordd y dehonglir y cytundeb. Gobeithiaf y gall y Llywodraeth dderbyn fy ngwelliant.

We must at all times be happy with the arrangements and with the way the agreement is interpreted. I hope that the Government can accept my amendment.

Much of what has been contained in the broadcasting arrangements are not a matter of contention. The same goes for the amendments tabled by Ieuan Wyn Jones and Elin Jones, and the Conservative group will be more than happy to support those amendments.

Mae llawer o’r hyn a geir yn y trefniadau darlledu yn fater nad oes anghytundeb arno. Mae’r un peth yn wir am y gwelliannau a roddwyd gerbron gan Ieuan Wyn Jones ac Elin Jones, a bydd y grŵp Ceidwadol yn fwy na balch i gefnogi’r gwelliannau hynny.

I think that an annual report with a full set of audited accounts is an absolute minimum level of transparency for the new broadcasting company. The Conservative group supports what is being proposed but would appreciate a few points of clarification.

Yr wyf yn meddwl mai adroddiad blynyddol gyda set lawn o gyfrifon archwiliedig yw’r isafswm absoliwt o ran tryloywder y cwmni darlledu newydd. Mae’r grŵp Ceidwadol yn cefnogi’r hyn sy’n cael ei gynnig ond byddai’n gwerthfawrogi eglurhad ar ambell bwynt.

The first relates to the contract with those recording the proceedings of the Assembly and its Committees. We wish to see the terms of reference made public so that members of the public can see the full status given to the Committees. If they are broadcast to the nation in their entirety we will be able to see the important issues discussed. It is vital that we give as much coverage of the Committees as possible because that is where a lot of the work will be done.

Mae a wnelo’r cyntaf â’r contract gyda’r rhai sy’n recordio trafodion y Cynulliad a’i Bwyllgorau. Hoffem weld cyhoeddi’r cylch gwaith fel y gall aelodau’r cyhoedd weld y statws llawn a roddir i’r Pwyllgorau. Os cânt eu darlledu i’r genedl yn eu cyfanrwydd byddwn yn gallu gweld y materion pwysig yn cael eu trafod. Mae’n holl bwysig ein bod yn rhoi cymaint o sylw i’r Pwyllgorau ag sy’n bosibl gan mai dyna lle y gwneir llawer o’r gwaith.

Having as much coverage of the proceedings of the Assembly Chamber as possible will go a long way to encouraging people of my own generation to play an active role in politics. We hear a lot about that in this Chamber.

Bydd darlledu cymaint o’r trafodion yn Siambr y Cynulliad ag y bo modd yn mynd gryn bellter tuag at annog pobl o’m cenhedlaeth i i chwarae rhan weithredol mewn gwleidyddiaeth. Fe glywn lawer am hynny yn y Siambr hon.

At the earliest opportunity, the Audit Committee should have the chance to examine whether the contract represents best value. This term is used here from time to time. We want to know whether any alternative arrangement could have been more cost effective. We strongly believe that the Audit Committee should not skimp on scrutiny when it examines the broadcasting of Chamber and Committee proceedings, which is such an important issue.

Ar y cyfle cynharaf posib, dylai’r Pwyllgor Archwilio gael y cyfle i archwilio a yw’r contract yn rhoi’r gwerth gorau. Defnyddir y term hwn yma o bryd i’w gilydd. Mae arnom eisiau gwybod a allasai unrhyw drefniant arall fod wedi bod yn fwy cost-effeithiol. Credwn yn gryf y dylai’r Pwyllgor Archwilio fod yn hollol drwyadl wrth archwilio busnes darlledu trafodion y Siambr a’r Pwyllgorau, sy’n fater mor bwysig.

In addition to the Deputy Presiding Officer, the Opposition welcomes the opportunity to be represented on the board of this new company. There can then be a balance of political parties participating in some of these key deliberations. I am encouraged that there will be an opportunity for that. The Conservatives will be more than happy to support those proposals if we can have clarification on some of those fundamental points.

Ynghyd â’r Dirprwy Lywydd, mae’r Wrthblaid yn croesawu’r cyfle i gael ei chynrychioli ar fwrdd y cwmni newydd hwn. Bydd hynny’n rhoi cydbwysedd o bleidiau gwleidyddol yn cymryd rhan mewn rhai o’r trafodaethau allweddol hyn. Mae’n galonogol i mi y bydd cyfle i hynny. Bydd y Ceidwadwyr yn fwy na bodlon i gefnogi’r cynigion hynny os gallwn gael eglurhad ar rai o’r pwyntiau sylfaenol hynny.

The Code of Conduct is largely non-controversial. However, there is an area that has sparked some interest and debate. That is the coverage of Assembly groups storming out or walking out of the Chamber. This has happened before. I believe there is a strong case to favour coverage of walkouts as they often express widespread feeling in the Chamber about a particular matter. It would be somewhat churlish if the cameras ignored an important walkout. It would also confuse the watching public. A walkout would certainly affect the subsequent content of the debate. The proceedings, including any potential walkout—although I am not committing my party to doing that—should be covered. That is important.

Mae’r Cod Ymddygiad yn annadleuol i raddau helaeth. Fodd bynnag, y mae yna faes sydd wedi ysgogi rhywfaint o ddiddordeb a dadl, sef y sylw a roddwyd i grwpiau’r Cynulliad yn rhuthro allan neu’n cerdded allan o’r Siambr. Mae hyn wedi digwydd o’r blaen. Credaf fod achos cryf i ffafrio rhoi sylw i Aelodau’n cerdded allan gan eu bod yn aml yn mynegi teimlad sydd gan lawer yn y Siambr ynglŷn â mater arbennig. Byddai braidd yn bitw petai’r camerâu’n anwybyddu digwyddiad pwysig o gerdded allan. Byddai hefyd yn drysu’r gwylwyr. Byddai cerdded allan yn sicr yn effeithio ar gynnwys y ddadl wedi hynny. Dylai’r trafodion, gan gynnwys unrhyw gerdded allan posibl—er nad wyf yn rhwymo fy mhlaid i wneud hynny—gael eu darlledu. Mae hynny’n bwysig.

On balance, we must leave it to the broadcasters to decide whether or not to show a particular incident. They are witnessing the event and have more than a measure of common sense in these matters so we must let them decide whether or not an event is significant. Otherwise, the Conservative group welcomes the Code of Conduct.

Ar y cyfan, rhaid inni adael y penderfyniad i’r darlledwyr a ydynt am ddangos digwyddiad arbennig ai peidio. Hwy sy’n dystion i’r digwyddiad ac mae ganddynt fwy na mesur o synnwyr cyffredin yn y materion hyn, felly rhaid inni adael iddynt hwy benderfynu a yw digwyddiad yn arwyddocaol ai peidio. Ar wahân i hynny, mae’r grŵp Ceidwadol yn croesawu’r Cod Ymddygiad.

We look forward to the broadcasting of the Chamber becoming a success. If we are to encourage people to take a more active involvement in politics, particularly my generation— those heading towards their mid 20s—we must create greater interest in our work by broadcasting the Assembly proceedings and the issues we discuss in Committees. If we encourage my generation, which is often rather disillusioned with party politics and the political process, we should start doing something about it today. We welcome these proposals and look forward to supporting them.

Edrychwn ymlaen at weld y darllediadau o’r Siambr yn llwyddo. Os ydym am annog pobl i gymryd rhan fwy gweithredol mewn gwleidyddiaeth, yn enwedig fy nghenhedlaeth i—y rhai sy’n nesu at ganol eu hugeiniau—rhaid inni greu mwy o ddiddordeb yn ein gwaith drwy ddarlledu trafodion y Cynulliad a’r materion a drafodwn mewn Pwyllgorau. Os anogwn fy nghenhedlaeth i, sy’n aml wedi dadrithio â gwleidyddiaeth y pleidiau a’r broses wleidyddol, dylem ddechrau gwneud rhywbeth amdani heddiw. Croesawn y cynigion hyn ac edrychwn ymlaen at eu cefnogi.

I listened to Jonathan with great respect. He is proposing that there may be a new form of political activity, which will get publicity: the televised walkout may well be a new challenge for us. To be serious, we do not want to stultify what may already be a fairly dry atmosphere. Broadcasters should get the information they want. Members’ reactions should be shown. We must put this in a Code because if we do not, I suspect that the television broadcaster will want to be conservative and not upset anybody. If it is set out from the beginning that we are happy for people’s actions to be viewed, it is to everyone’s benefit. I draw your attention to paragraph 4 of the Code of Conduct, which says that the host broadcaster should switch to a picture of the Presiding Officer whenever he or she is speaking—a close up or a wide-angle shot would be permissible.

Gwrandewais ar Jonathan gyda pharch mawr. Mae’n cynnig efallai y ceir ffurf newydd o weithgaredd gwleidyddol, a fydd yn cael cyhoeddusrwydd: gall cerdded allan ar y teledu yn wir fod yn her newydd inni. Ond o ddifrif, nid oes arnom eisiau lladd awyrgylch a all fod yn ddigon sych yn barod. Dylai darlledwyr gael y wybodaeth y mae arnynt ei heisiau. Dylid dangos adwaith Aelodau. Rhaid inni roi hyn mewn Cod oherwydd os na wnawn ni, yr wyf yn amau y bydd y teledwr eisiau bod yn geidwadol a pheidio â sathru ar gyrn neb. Os dywedir yn glir o’r dechrau ein bod yn hapus i’r hyn y mae pobl yn ei wneud gael ei weld, bydd hynny er budd i bawb. Tynnaf eich sylw at baragraff 4 y Cod Ymddygiad, sy’n dweud y dylai’r darlledwr cartref droi at lun o’r Llywydd pryd bynnag y bo hwnnw neu honno’n siarad—byddai llun agos neu un ongl-lydan yn dderbyniol.

I agree with the points that my colleagues on the left have made. Broadcasting is an opportunity and a responsibility for us, because it gives us a window. It gives the people of Wales a chance to see what is going on here and in Committees. I would like to see a preamble in the Code, saying that we welcome the opportunity as an important way of communicating with people. That does not just mean Jonathan’s generation—he is trying to push it down, I know this is a bit further on than that—but everyone who is interested or may be interested in the proceedings.

Yr wyf yn cytuno â’r pwyntiau a wnaeth fy nghyd-aelodau ar y chwith. Mae darlledu’n gyfle ac yn gyfrifoldeb inni, am ei fod yn rhoi ffenestr inni. Mae’n rhoi cyfle i bobl Cymru weld beth sy’n mynd ymlaen yma ac mewn Pwyllgorau. Hoffwn weld rhagymadrodd i’r Cod yn dweud ein bod yn croesawu’r cyfle fel ffordd bwysig o gyfathrebu gyda phobl. Nid dim ond cenhedlaeth Jonathan y mae hynny’n ei olygu—mae ef yn ceisio’i wthio i lawr, mi wn i fod hyn ychydig ymhellach ymlaen na hynny—ond pawb sydd â diddordeb neu a allai fod â diddordeb yn y trafodion.

Paragraph 6 mentions the need to pay attention to the Assembly’s dignity. I am not sure whether ‘dignity’ is the right word. It is up to us to show dignity at all times. I agree with what was said before. We want the broadcasters to portray the reality of it and the public has a right to see that. I would like the word ‘dignity’ deleted and the word ‘reality’ inserted. At the end of the day, that is what must be portrayed and we should not try to camouflage what goes on. If there are things happening that we do not like, it is up to us to take cognisance of that and behave in a different way. It is not our place to tell the broadcasters that they should not cover such things. In general, I agree with what has been said.

Mae Paragraff 6 yn crybwyll yr angen i roi sylw i urddas y Cynulliad. Nid wyf yn siŵr ai ‘urddas’ yw’r gair iawn. Mater i ni yw dangos urddas bob amser. Yr wyf yn cytuno â’r hyn a ddywedwyd o’r blaen. Mae arnom eisiau i’r darlledwyr bortreadu realiti’r lle ac mae gan y cyhoedd hawl i weld hynny. Hoffwn weld dileu’r gair ‘urddas’ a rhoi’r gair ‘realiti’ yn ei le. Ar ddiwedd y dydd, dyna y mae’n rhaid ei bortreadu ac ni ddylem geisio cuddio’r hyn sy’n digwydd. Os oes pethau’n digwydd sydd heb fod wrth ein bodd, ein lle ni yw cymryd sylw o hynny ac ymddwyn mewn ffordd wahanol. Nid ein lle ni yw dweud wrth y darlledwyr na ddylent ddangos pethau o’r fath. Yn gyffredinol, yr wyf yn cytuno â’r hyn a ddywedwyd.

Digital broadcasting technology offers enormous potential, with an infinite number of channels available. Digital sound technology will resolve the unsatisfactory standard and people will be able to select Welsh or English. I have mixed feelings about Committees. I am a member of the Post-16 Education and Training Committee, and I am not sure it will ever be a rival to the Jerry Springer show. You can imagine the caption ‘Alun Pugh supports the ETAG report’. It is important that this is available to people, particularly those in the most remote parts Wales who cannot pop into the Assembly for the odd hour. At the moment there are practical problems with putting out a video feed of the proceedings, although that will be resolved. For now, I see no reason why we could not use web cameras. There is no reason why those cannot be transmitted together with an audio feed in both the Plenary sessions and Committees.

Mae technoleg darlledu digidol yn cynnig potensial aruthrol, gyda nifer ddiderfyn o sianeli ar gael. Bydd technoleg sain digidol yn datrys y safon anfoddhaol a bydd pobl yn gallu dewis Cymraeg neu Saesneg. Mae gennyf deimladau cymysg am Bwyllgorau. Yr wyf yn aelod o’r Pwyllgor Addysg a Hyfforddiant Ôl-16, ac nid wyf yn siŵr a fydd hwnnw byth yn gallu cystadlu â sioe Jerry Springer. Gallwch ddychmygu’r capsiwn ‘Alun Pugh yn cefnogi adroddiad ETAG’. Mae’n bwysig fod hyn ar gael i bobl, yn enwedig y rhai hynny yn y rhannau mwy anghysbell o Gymru sy’n methu picio i mewn i’r Cynulliad am awr neu ddwy. Ar hyn o bryd mae problemau ymarferol gyda darlledu fideo o’r trafodion, er y caiff y rheini eu datrys. Am y tro, ni welaf i unrhyw reswm pam na allem ni ddefnyddio camerâu’r we. Nid oes dim rheswm pam na all y rheini gael eu trosglwyddo ynghyd â sain yn y sesiynau llawn ac mewn Pwyllgorau.

Many interesting and important points have been raised. Firstly, I will deal with Elin’s and Ieuan’s amendments. Thank you for bringing the issues to my attention. I had a discussion with Elin, Ieuan and a member of the Office of the Presiding Officer prior to the Plenary this afternoon. I am aware of these concerns. With regard to Elin’s amendment, I will give an assurance that if it is withdrawn, I will table suitable amendments to the document that take account of her concerns.

Codwyd sawl pwynt diddorol a phwysig. Yn gyntaf, fe ddeliaf â gwelliannau Elin a Ieuan. Diolch am ddod â’r materion hyn i’m sylw. Cefais drafodaeth gydag Elin, Ieuan ac aelod o Swyddfa’r Llywydd cyn y Sesiwn Llawn y prynhawn yma. Yr wyf yn ymwybodol o’r pryderon hyn. Yn achos gwelliant Elin, fe roddaf sicrwydd os caiff ei dynnu’n ôl, y gwnaf fi roi gwelliannau addas i’r ddogfen gerbron a fydd yn cymryd ei phryderon hi i ystyriaeth.

Ieuan’s amendment is a useful addition to the document and we support that. I thank Alun for the work he has done in raising the issue of digital technology and digital broadcast technology. It is an important issue, which is close to my heart. How the Assembly is portrayed and its accessibility using the latest technology is important. There are discussions about using the web and ensuring that coverage of the proceedings of Plenary sessions or Subject Committees is as wide as possible.

Mae gwelliant Ieuan yn ychwanegiad defnyddiol i’r ddogfen ac yr ydym yn cefnogi hynny. Diolch i Alun am y gwaith a wnaeth yn codi mater technoleg ddigidol a thechnoleg darlledu digidol. Mae’n fater pwysig, sy’n agos at fy nghalon. Mae’r modd y portreadir y Cynulliad a pha mor hygyrch ydyw gan ddefnyddio’r dechnoleg ddiweddaraf yn bwysig. Mae trafodaethau ar y gweill ynghylch defnyddio’r we a sicrhau y rhoddir sylw mor eang ag sy’n bosibl i drafodion y Sesiynau Llawn neu’r Pwyllgorau Pwnc.

I take on board Jonathan’s concerns. Perhaps we could discuss that afterwards and take it forward. The idea that we should cover important walk-outs is an interesting concept, but far be it for me to intrude on private grief in that matter. We accept Ieuan’s amendment and if Elin withdraws hers, I assure her that we will come back in the near future with an appropriate amendment to the document.

Derbyniaf bryderon Jonathan. Efallai y gallem drafod hynny wedyn a symud y mater ymlaen. Mae’r syniad y dylem roi sylw i achosion pwysig o gerdded allan yn gysyniad diddorol, ond nid lle i mi yw tarfu ar alar personol yn y mater hwnnw. Derbyniwn welliant Ieuan ac os gwnaiff Elin dynnu ei gwelliant hi yn ôl, yr wyf yn ei sicrhau y deuwn yn ôl yn y dyfodol agos gyda gwelliant priodol i’r ddogfen.

Yr wyf yn hapus bod y Llywodraeth yn cytuno ag ysbryd y gwelliant a gynigiais. Yr wyf am i Andrew gadarnhau mai problem dechnegol gyda geiriad y gwelliant sydd ar fai ac nid ysbryd y gwelliant. Hoffwn iddo gadarnhau hynny gan na fu iddo ei egluro.

I am pleased that the Government agrees with the spirit of the amendment that I proposed. I want Andrew to confirm that it is a technical problem with the wording of the amendment that is at fault and not the spirit of the amendment. I would like him to confirm that as he did not explain it.

Yes, I give you that assurance. A point was raised about people speaking Welsh in the Chamber and the English translation drowning out the Welsh, with the result that you cannot hear either language. I accept that that is an issue and I assure you that we accept the spirit of your amendment—the problem is the precise wording of it.

Gwnaf, mi wnaf gadarnhau hynny. Codwyd pwynt am bobl yn siarad Cymraeg yn y Siambr a bod y cyfieithiad Saesneg yn boddi’r Gymraeg, fel na ellir clywed y naill iaith na’r llall. Yr wyf yn derbyn fod hyn yn bwynt ac yn eich sicrhau chi ein bod yn derbyn ysbryd eich gwelliant—ei union eiriad yw’r broblem.

I will leave time for representatives of other parties to speak. For those of you who are appalled at the idea of listening to me two weeks running, I console you with the thought that the chance of winning the ballot two weeks running is one in 2,500 and the chances of winning it three weeks running is one in 125,000—better than the Lottery but still very long odds.

Fe adawaf amser i gynrychiolwyr pleidiau eraill siarad. I’r rhai ohonoch sy’n gwaredu at y syniad o wrando arnaf fi am yr ail wythnos yn olynol, efallai y cewch gysur o feddwl fod y siawns o dynnu’r tocyn buddugol ddwy wythnos yn olynol yn un mewn 2,500, a bod y siawns o’i ennill am drydedd wythnos yn olynol yn un mewn 125,000—gwell na’r Loteri, ond siawns denau iawn serch hynny.

As this is only a short debate, I tried to phrase the topic carefully taking account of concerns raised last week. However, it has been well aired and most of us have well formed views on it. The decision today can only put down a marker and I hope to ensure that it is fully debated elsewhere. Plaid Cymru have put down a related topic for debate tomorrow. If we combined the half-hour today with the hour tomorrow, we could give the topic a decent airing.

Gan mai dim ond dadl fer yw hon, ceisiais eirio’r testun yn ofalus gan gofio pryderon a godwyd yr wythnos ddiwethaf. Fodd bynnag, mae’n bwnc a gafodd gryn drafodaeth ac mae gan y rhan fwyaf ohonom farn eithaf cryf arno. Ni all y penderfyniad heddiw wneud dim ond gosod marciwr ac yr wyf yn gobeithio sicrhau y caiff ei drafod yn llawn yn rhywle arall. Mae Plaid Cymru wedi gosod pwnc cysylltiedig i lawr i’w drafod yfory. Pe baem yn cyfuno’r hanner awr heddiw gyda’r awr yfory, gallem roi sylw teg i’r pwnc.

From next year, Wales can expect a massive windfall. Over the period 2000-2006, west Wales valleys can expect slightly less than £1.2 billion of Objective 1 funding—less because the strength of the pound has reduced the amount we originally expected. This works out at £170 million a year, which we hope will be used to finance everything from training to transport infrastructure. Two thirds of the people of Wales will benefit from Objective 1 and the rest of Wales is likely to get Objective 2 and 3 money.

O’r flwyddyn nesaf ymlaen, gall Cymru ddisgwyl arian mawr. Dros y cyfnod 2000-2006, gall cymoedd gorllewin Cymru ddisgwyl ychydig yn llai nag £1.2 biliwn o gyllid Amcan 1—llai oherwydd bod cryfder y bunt wedi lleihau’r swm yr oeddem yn ei ddisgwyl yn wreiddiol. Mae hyn yn gwneud £170 miliwn y flwyddyn, a ddefnyddir, gobeithio, i ariannu popeth o hyfforddiant i isadeiledd trafnidiaeth. Bydd dau o bob tri o bobl Cymru’n elwa ar Amcan 1 ac mae gweddill Cymru’n debygol o gael arian Amcan 2 a 3.

In total, Wales will get nearly £200 million a year, nearly double what we have had before and if we combine Objectives 1, 2 and 3 the total would be £1.8 billion for that period.

Yn gyfanswm, bydd Cymru’n cael bron £200 miliwn y flwyddyn, bron ddwbl yr hyn a gawsom o’r blaen, ac os cyfunwn Amcanion 1, 2 a 3 byddai’r cyfanswm yn £1.8 biliwn am y cyfnod hwnnw.

EU rules state that funding must be additional to otherwise expected levels of public expenditure. The problem we face is that the comprehensive spending review has already set limits on spending in Wales, for and including the period up to 31 March 2001. As things stand, extra spending is not permitted. To spend EU money in this period we would have to displace the normal domestic spend and break EU rules, unless the Government in Westminster raised the spending ceiling above the £35 million which has already been set aside for this. The only other option is not to use EU funds until after March 2001—a year and a quarter after we can start on the programme.

Dywed rheolau’r Undeb Ewropeaidd fod yn rhaid i’r cyllid fod yn ychwanegol at y lefelau gwariant cyhoeddus a ddisgwylid fel arall. Y broblem sy’n ein hwynebu yw bod yr adolygiad gwario cynhwysfawr eisoes wedi pennu terfynau ar wariant yng Nghymru, ar gyfer y cyfnod hyd at 31 Mawrth 2001. Fel y saif pethau, ni chaniateir gwariant ychwanegol. Er mwyn gwario arian yr UE yn y cyfnod hwn byddai’n rhaid inni ddisodli’r gwario domestig arferol a thorri rheolau’r UE, oni bai fod y Llywodraeth yn San Steffan yn codi’r nenfwd gwariant uwchben y £35 miliwn a neilltuwyd eisoes ar gyfer hyn. Yr unig ddewis arall yw peidio â defnyddio arian yr UE tan wedi Mawrth 2001—flwyddyn a chwarter ar ôl inni allu cychwyn ar y rhaglen.

Alun Michael has told us to trust Tony. However, he has agreed that we cannot consider raising the ceiling in the next CSR round, for the three years after April 2001, until after discussion sometime next year. In the civil service briefing, we were able to prise out the information that these discussions are likely to be held either side of next summer. We will probably have to wait until autumn next year before we start putting detailed projects together.

Dywedodd Alun Michael wrthym am ymddiried yn Tony. Fodd bynnag, mae wedi cytuno na allwn ni ystyried codi’r nenfwd yn rownd nesaf yr adolygiad gwario cynhwysfawr, ar gyfer y tair blynedd wedi Ebrill 2001, hyd nes bydd trafodaeth wedi digwydd rywbryd y flwyddyn nesaf. Yng nghyfarfod briffio’r gwasanaeth sifil, fe lwyddom i wasgu allan y wybodaeth fod y trafodaethau hynny’n debygol o gael eu cynnal o boptu’r haf nesaf. Mae’n debyg y bydd yn rhaid inni aros tan hydref y flwyddyn nesaf cyn dechrau cynllunio prosiectau manwl.

That is bad enough but it gets worse. The Barnett formula operates very crudely in allowing expenditure in Wales to rise by approximately 5.9 per cent of the rises gained by every English Government department. Barnett formula increases are totally dependent on increases being awarded to English ministries—although we can pool the resources together and spend them as we wish. However, this debate is not the place to discuss the re-negotiation of the Barnett formula. It would take too long and we have to accept that.

Mae hynny’n ddigon drwg, ond mae’n mynd yn waeth. Mae fformiwla Barnett yn gweithio mewn ffordd amrwd iawn drwy ganiatáu i wariant yng Nghymru godi o oddeutu 5.9 y cant o’r codiadau a geir gan bob adran Llywodraeth Seisnig. Mae unrhyw gynnydd yn fformiwla Barnett yn gyfangwbl ddibynnol ar ddyfarnu cynnydd i weinyddiaethau Lloegr—er y gallwn ni gronni’r adnoddau gyda’i gilydd a’u gwario fel y mynnwn. Fodd bynnag, nid y ddadl hon yw’r lle i drafod ailnegodi fformiwla Barnett. Byddai’n cymryd gormod o amser ac mae’n rhaid inni dderbyn hynny.

We need a higher public expenditure ceiling so that EU money is considered as additional. The size of EU funding compared with the total of the main block grant means that we need a special one-off solution. The normal top slicing will not work. Top slicing public spending across the whole of Wales to give special spending consent in Objective 1 areas would mostly mean robbing Paul to pay Paul. It would also mean robbing Peter to pay Paul because money will be top sliced from spending in eastern Wales to pay for EU projects in west Wales. Eastern Wales is more prosperous but there are areas there which would in themselves have qualified for Objective 1 money. In parts of Powys for example and Cardiff, part of which I represent, there are some of the most deprived wards in Wales. Those areas of deprivation simply cannot afford to lose vital public funds.

Mae arnom angen nenfwd uwch ar wariant cyhoeddus fel y gellir ystyried arian yr UE fel arian ychwanegol. Mae maint yr arian Ewropeaidd o gymharu â chyfanswm y prif grant bloc yn golygu bod arnom angen ateb arbennig unwaith ac am byth. Wnaiff y tocio arferol ddim gweithio. Byddai tocio gwariant cyhoeddus ar draws Cymru gyfan er mwyn rhoi caniatâd gwario arbennig mewn ardaloedd Amcan 1 yn gyfystyr â gwerthu’r fuwch i brynu buwch. Byddai hefyd yn golygu dwyn o’r naill law i dalu’r llall gan y bydd arian yn cael ei docio oddi ar wariant yn nwyrain y wlad i dalu am brosiectau Ewropeaidd yn y gorllewin. Mae dwyrain Cymru’n fwy llewyrchus ond y mae ardaloedd yno a fyddai ynddynt eu hunain wedi bod yn gymwys ar gyfer arian Amcan 1. Mewn rhannau o Bowys, er enghraifft, a Chaerdydd, yr wyf i’n cynrychioli rhan ohoni, ceir rhai o’r etholaethau mwyaf difreintiedig yng Nghymru. All yr ardaloedd difreintiedig hynny yn syml ddim fforddio colli arian cyhoeddus holl bwysig.

There is nothing to stop the Government raising public expenditure limits except the Treasury’s public expenditure survey rule. Within fixed spending limits there is only one winner and that is the Treasury. Wales spends EU money instead of using domestic sources of public expenditure, so the Treasury provides us with less. The response to this is that the spending of structural funds is channelled through the public expenditure system. Forecasts of EU receipts are built into the Government’s overall expenditure plans and public spending in the UK is therefore higher than it would have been without the receipts. However, the problem—or our advantage—is that from 2000-2006, EU spend is skewed towards Wales. Combine this with the fact that the Barnett formula is based on uniform increases across the UK as a whole and you have a major problem. The formula alone cannot work. It will have to be enhanced and I would call it Barnett plus. Barnett changes the Welsh spending allocation—it does not determine the total.

Nid oes dim byd i atal y Llywodraeth rhag codi terfynau gwariant cyhoeddus ac eithrio rheol arolwg gwariant cyhoeddus y Trysorlys. O fewn terfynau gwario penodedig, dim ond un enillydd sydd, a’r Trysorlys yw hwnnw. Mae Cymru’n gwario arian yr UE yn lle defnyddio ffynonellau gwariant cyhoeddus domestig, felly mae’r Trysorlys yn rhoi llai inni. Yr ymateb i hyn yw y caiff gwariant cyllid strwythurol ei sianelu drwy’r system wario cyhoeddus. Mae rhagolygon o’r hyn a geir oddi wrth yr UE wedi’u hadeiladu i gynlluniau gwario cyffredinol y Llywodraeth ac mae gwariant cyhoeddus yn y DU yn uwch felly nag y byddai heb y cyllid Ewropeaidd. Fodd bynnag, y broblem—neu’r fantais i ni—yw fod gwariant UE wedi’i orbwyso tuag at Gymru o 2000-2006. Cyfuner hyn â’r ffaith fod fformiwla Barnett wedi’i seilio ar godiadau unffurf ledled y DU yn ei chyfanrwydd ac mae gennych chi broblem fawr. Ni all y fformiwla weithio ar ei phen ei hun. Bydd yn rhaid ychwanegu ati, a byddwn i’n galw hynny’n Barnett plws. Mae Barnett yn newid y dyraniad gwario i Gymru—nid yw’n pennu’r cyfanswm.

Another complexity is the European financial year which, rather sensibly, goes across the calendar year, whereas we still stick to the April to March financial year. Therefore organisations wanting to put in bids often require a long lead-in time. At the start of my speech, I referred to Objective 1 funds being spent and one of the things they would be spent on would be training. In my previous life in further education, one of my responsibilities was putting together EU funding bids. All further education funding bids including training run on a September to September cycle. If you are in combination with the private sector, you are looking at April to April. The European Union runs on the calendar year. All of that means a long lead-in time. To use EU funds to their maximum we need to know now what we spend. We cannot afford to wait until autumn next year. There is an additional problem. A significant proportion of the Objective 1 funds can almost certainly be spent via local authorities. It is strongly suggested that they will find it difficult to provide enough matched funding. So we have the irony of the availability of EU grants going up whilst matched finance availability goes down so EU funds will go unspent.

Cymhlethdod arall yw’r flwyddyn ariannol Ewropeaidd, sydd, yn gall iawn, yn mynd ar draws y flwyddyn galendr, tra’n bod ni’n dal i lynu wrth y flwyddyn ariannol Ebrill i Fawrth. Felly bydd sefydliadau sydd eisiau cyflwyno ceisiadau yn aml yn gorfod cael cyfnod rhagarweiniol hir. Ar ddechrau fy araith, cyfeiriais at wario arian Amcan 1, ac un o’r pethau y byddai’n cael ei wario arno fyddai hyfforddiant. Yn fy mywyd blaenorol mewn addysg bellach, un o’m cyfrifoldebau oedd paratoi ceisiadau am gyllid UE. Bydd pob cynnig am gyllid addysg bellach, yn cynnwys hyfforddiant, yn rhedeg ar gylch Medi i Fedi. Os ydych chi’n gweithio ar y cyd â’r sector preifat, yr ydych yn edrych ar Ebrill i Ebrill. Mae’r Undeb Ewropeaidd yn rhedeg ar y flwyddyn galendr. Mae hyn i gyd yn golygu cyfnod rhagarweiniol maith. Er mwyn defnyddio cyllid yr UE i’w lawn botensial mae angen inni wybod yn awr beth y byddwn yn ei wario. Ni allwn fforddio aros tan hydref y flwyddyn nesaf. Y mae yna broblem arall. Mae bron yn sicr y gall cyfran arwyddocaol o’r cyllid Amcan 1 gael ei gwario drwy’r awdurdodau lleol. Awgrymir yn gryf y byddant hwy’n ei chael hi’n anodd darparu digon o gyllid cyfatebol. Felly mae gennym y sefyllfa eironig fod y grantiau sydd ar gael o Ewrop ar gynnydd tra bod yr arian cyfatebol sydd ar gael yn mynd yn llai, ac felly bydd arian Ewropeaidd yn sefyll heb ei wario.

In 1992, the Tory Government was forced to rethink the way it handled additionality in connection with the Rechar programme to aid mining areas. The Commission insisted that the Tory Government ensured that EU grants led to extra spending in targeted areas. If the Government fails to provide additionality in Wales, it will be in breach of the agreement with the Commission.

Yn 1992, gorfodwyd y Llywodraeth Dorïaidd i ailfeddwl y ffordd yr oedd yn ymdrin ag ychwanegedd mewn cysylltiad â’r rhaglen Rechar i gynorthwyo ardaloedd glofaol. Mynnodd y Comisiwn fod y Llywodraeth Dorïaidd yn sicrhau bod grantiau’r UE yn arwain at wariant ychwanegol yn yr ardaloedd a dargedwyd. Os metha’r Llywodraeth â darparu ychwanegedd yng Nghymru, bydd yn torri’r cytundeb gyda’r Comisiwn.

In opposition, the Labour Party rightly attacked the Conservative Government for failing to ensure that we made the most of EU funds. We face the same problem unless the Government acts and makes clear agreements now, not next year. Information needs to be provided to us. Parallels are often drawn with Ireland and the document issued yesterday via Rhodri Morgan deals with this in detail. I urge you to learn from the Irish experience as it relates to us. We have a unique opportunity to transform Welsh prosperity but, at the moment, the road ahead is blocked by a row of cones put out by the Treasury. Like many cones on motorways, there is not much going on behind them. My motion asks us to at least get started on the road works so that we can move the cones soon. I beg you to support it.

Pan oedd yn wrthblaid, ymosododd y Blaid Lafur yn gwbl gyfiawn ar y Llywodraeth Geidwadol am fethu sicrhau ein bod yn manteisio i’r eithaf ar gyllid yr UE. Yr ydym ni’n wynebu’r un broblem os na fydd y Llywodraeth yn gweithredu ac yn gwneud cytundebau clir yn awr, nid y flwyddyn nesaf. Mae angen darparu gwybodaeth inni. Tynnir cymariaethau yn aml ag Iwerddon, ac mae’r ddogfen a gyhoeddwyd ddoe drwy Rhodri Morgan yn delio â hyn yn fanwl. Anogaf chi i ddysgu oddi wrth brofiad Iwerddon fel y mae’n berthnasol i ni. Mae gennym gyfle unigryw i drawsnewid ffyniant Cymru ond, ar hyn o bryd, mae’r ffordd ymlaen wedi’i rhwystro gan res o gonau a osodwyd gan y Trysorlys. Fel llawer o’r conau ar draffyrdd, nid oes llawer yn digwydd y tu ôl iddynt. Yn fy nghynnig gofynnaf inni ddechrau o leiaf ar y gwaith ffordd fel y gallwn symud y conau’n fuan. Erfyniaf arnoch i’w gefnogi.

It is a pleasure to take part in this debate and to support the motion. We are all familiar with the spin, propaganda and the glossy packaging that has been put on financing in Westminster in recent years. The one that comes to mind is the extra billion pounds for health. When it is broken down and analysed closely, the promise is nowhere near what was suggested in the original spin and press releases. There is already a ‘Pathway to Prosperity’ budget of £30 million. I would like to know what the role of that will be. Will it be seen as additional monies because it has already come from the block grant provided under the Barnett Formula. The European Commission will not let the Government evade this issue and it must abide by the letter of the definition of additionality. That is right and proper. There is a great responsibility on the Government and the Welsh Cabinet to abide by the spirit of additionality. Let us not see the dawn of a Welsh Alistair Campbell, where the gloss and packaging is provided on a small sum of money, merely to try to please the Welsh media and to cover up for Tony Blair’s comments ‘We will not let Wales down’. It is essential that the Government lives up to the spirit of the terms of additionality and comes up with the money we need.

Mae’n bleser cymryd rhan yn y ddadl hon a chefnogi’r cynnig. Yr ydym i gyd yn gyfarwydd â’r sbin, y propaganda a’r pecynnu sgleiniog a roddwyd ar gyllid yn San Steffan yn ddiweddar. Yr un a ddaw i’r cof yw’r biliwn o bunnau ychwanegol ar gyfer iechyd. Pan gaiff ei dorri i lawr a’i ddadansoddi’n agos, nid yw’r addewid unman yn agos i’r hyn a awgrymwyd yn y sbin gwreiddiol a’r datganiadau i’r wasg. Mae yna eisoes gyllideb ‘Ffordd at Ffyniant’ o £30 million. Hoffwn wybod beth fydd rôl hynny. A welir ef fel arian ychwanegol gan ei fod eisoes wedi dod o’r grant bloc a ddarperir dan Fformiwla Barnett. Ni wnaiff y Comisiwn Ewropeaidd adael i’r Llywodraeth osgoi’r mater hwn a rhaid iddi lynu at lythyren y diffiniad o ychwanegedd. Dyna sy’n iawn ac yn briodol. Mae cyfrifoldeb mawr ar y Llywodraeth a’r Cabinet Cymreig i gadw at ysbryd ychwanegedd. Gadewch inni beidio â gweld gwawrio Alastair Campbell Cymreig, lle darperir y sglein a’r pecynnu ar swm fechan o arian, dim ond i geisio plesio’r cyfryngau Cymreig ac i gadw ar sylwadau Tony Blair ‘We will not let Wales down’. Mae’n hanfodol fod y Llywodraeth yn gwireddu ysbryd y termau ychwanegedd ac yn rhyddhau’r arian y mae ei angen arnom.

Rhodri Morgan spoken in English p. 44

This is a great opportunity to take part in this debate. It is a popular topic and we will be returning to it in a longer short debate tomorrow. As far as Plaid Cymru is concerned, this is a dry run for tomorrow’s debate, although the Liberals probably think this is the important debate and tomorrow’s is a mere afterthought. Only time will tell.

Mae hwn yn gyfle gwych i gymryd rhan yn y ddadl hon. Mae’n bwnc poblogaidd a byddwn yn dod yn ôl ato mewn dadl fer hirach yfory. O safbwynt Plaid Cymru, ymarfer yw hwn ar gyfer dadl yfory, er bod y Rhyddfrydwyr mae’n debyg o’r farn mai hon yw’r ddadl bwysig ac mai dim ond ôl-ystyriaeth yw dadl yfory. Amser yn unig a ddengys.

Obviously we do not oppose the sentiments behind the motion. It is important that I take the opportunity to dispel some of the more mythological concerns about EU structural funds and their effect on the Welsh budget. Most importantly, having Objective 1 funding for Wales is not a reason to go out and have street parties in Wales. It is the equivalent of a coal miner finding that he has pneumoconiosis. If you get compensation from the Coal Board, you do not cheer because you have got the compensation. Instead you express regret that your economy is in such a state that you got pneumoconiosis in the first place.

Yn amlwg, nid ydym yn gwrthwynebu’r teimladau y tu cefn i’r cynnig. Mae’n bwysig imi fanteisio ar y cyfle i wadu rhai o’r pryderon mwy mytholegol ynghylch cronfeydd strwythurol yr UE a’u heffaith ar y gyllideb Gymreig. Yn bwysicaf oll, nid yw sicrhau arian Amcan 1 i Gymru yn rheswm dros fynd allan a chynnal partïon yn y strydoedd yng Nghymru. Mae’n cyfateb i löwr yn canfod fod clefyd y llwch arno. Os cewch chi iawndal oddi wrth y Bwrdd Glo, nid ydych yn gweiddi hwrê am ichi gael yr iawndal. Yn lle hynny yr ydych yn mynegi gofid fod eich economi yn y fath gyflwr fel eich bod chi wedi dal clefyd y llwch yn y lle cyntaf.

We are nevertheless pleased about the compensation as we find ourselves in a situation where two-thirds of the Welsh economy has an average GDP of less than two-thirds of the European average. We must recognise that it is an appalling commentary on the Welsh economy’s problems over the past 20 years. It is the starting point for trying to put things right in the Welsh economy.

Serch hynny, yr ydym yn falch am yr iawndal gan ein bod yn ein canfod ein hunain mewn sefyllfa lle mae gan ddwy ran o dair o economi Cymru gyfartaledd CMC sy’n llai na dwy ran o dair o’r cyfartaledd Ewropeaidd. Rhaid inni gydnabod ei bod yn adlewyrchiad gwarthus o broblemau’r economi Cymreig dros yr 20 mlynedd ddiwethaf. Dyma’r man cychwyn ar gyfer ceisio unioni pethau yn yr economi Cymreig.

I can carry the coal mining analogy further. The canary has died, but at least now we have that short space of time to put the economy right. It is a unique opportunity. By 2007, when the structural funds are renegotiated again, it is almost certain that the European community will have admitted half a dozen, perhaps a dozen, new countries to the south and east and their GDP per head makes Wales look like California. Therefore our chance of getting any follow-on funding after 2007 is slim. So, this is a one-off opportunity for us to get it right and I agree with the sentiments expressed by Jenny. We have to get it right this time. We cannot do that if there are problems that prevent us from using the funds.

Gallaf fynd â’r gyfatebiaeth â’r pyllau glo ymhellach. Mae’r caneri wedi marw, ond o leiaf yn awr mae gennym yr ysbaid honno o amser i gywiro’r economi. Mae’n gyfle unigryw. Erbyn 2007, pan gaiff y cronfeydd strwythurol eu hailnegodi eto, mae bron yn sicr y bydd y gymuned Ewropeaidd wedi derbyn hanner dwsin, efallai ddwsin, o wledydd newydd i’r de a’r dwyrain, ac mae eu CMC y pen yn gwneud i Gymru edrych fel Califfornia. Felly prin yw’r siawns y cawn ni unrhyw gyllid dilynol ar ôl 2007. Felly, dyma gyfle unwaith ac am byth inni sicrhau bod y peth yn iawn, ac yr wyf yn cytuno â’r teimladau a fynegwyd gan Jenny. Mae’n rhaid inni ei gael yn iawn y tro yma. Ni allwn wneud hynny os oes problemau sy’n ein hatal rhag defnyddio’r arian.

I believe it is true that the Republic of Ireland did not use all of its Objective 1 funding. Nevertheless, the fact that it was available enabled them to proceed to do their training and infrastructure programmes in a way that benefited the Irish economy greatly. This enabled it to vault past the Welsh and British economy in GDP per head during the period that they had the advantage of Objective 1 funding. If we could do what the Irish Republic has done over the past seven or eight years, we would have every right to be pleased when we come to be judged on this an election and a half on from the one in May.

Credaf ei bod yn wir na ddefnyddiodd Gweriniaeth Iwerddon ei holl arian Amcan 1. Serch hynny, bu’r ffaith fod yr arian ar gael yn fodd i’w galluogi i fynd rhagddynt i baratoi eu rhaglenni hyfforddi ac isadeiledd mewn modd a oedd o fudd mawr i economi Iwerddon. Galluogodd hyn iddi neidio dros ben yr economi Cymreig a Phrydeinig mewn CMC y pen yn ystod y cyfnod pryd yr oedd ganddynt y fantais o arian Amcan 1. Pe gallem ni wneud yr hyn a wnaeth Gweriniaeth Iwerddon dros y saith neu wyth mlynedd diwethaf, byddai gennym bob hawl i fod yn falch pan ddeuwn i gael ein barnu ar hyn ymhen etholiad a hanner wedi etholiad mis Mai.

The subject of additionality as expressed by Jenny is easy to get wrong. It is a confusing subject. The UK, as a member state, has complied and will comply with the European rules on additionality. Jenny mentioned the problems that arose with Rechar funding in 1992 when the Commission hauled the British Government over the coals.

Mae pwnc ychwanegedd fel y’i mynegwyd gan Jenny yn hawdd i’w gamddeall. Mae’n bwnc dyrys. Mae’r DU, fel gwladwriaeth sy’n aelod, wedi cydymffurfio â rheolau Ewrop ar ychwanegedd a bydd yn dal i wneud hynny. Soniodd Jenny am y problemau a gododd gydag arian Rechar yn 1992 pan alwyd Llywodraeth Prydain i gyfrif gan y Comisiwn.

In 1996 there was the problem when the WDA’s grant in aid from the Welsh Office was cut back, I think by £8 million. In the Welsh Office departmental report there was what looked like a boastful claim that they had wangled it by using European funding to replace a reduced grant in aid from the Welsh Office to the WDA. This was flagged up at the time by Wayne David, myself and others. William Hague as Secretary of State for Wales was hauled over to Brussels by the Regional Development Commissioner, Monika Wulf-Mathies, and given a telling off. Various explanations were given as to why this was bad drafting by the WDA and the Welsh Office in its departmental report. It looked like a blatant attempt to cheat on—[Interruption.] Ieuan Wyn Jones is going to say that it was he who drew this to the attention of the European Commission.

Yn 1996 cafwyd y broblem pan gafodd y cymorth grant i Awdurdod Datblygu Cymru gan y Swyddfa Gymreig ei gwtogi, gan dorri £8 miliwn mi gredaf. Yn adroddiad adrannol y Swyddfa Gymreig fe gafwyd yr hyn a ymddangosai fel hawliad ymffrostgar eu bod wedi sgemio hyn drwy ddefnyddio arian Ewropeaidd i gymryd lle gostyngiad yn y cymorthdal gan y Swyddfa Gymreig i’r Awdurdod Datblygu. Tynnwyd sylw at hyn ar y pryd gan Wayne David, myfi ac eraill. Cafodd William Hague, Ysgrifennydd Gwladol Cymru, ei lusgo draw i Frwsel gan y Comisiynydd Datblygu Rhanbarthol, Monika Wulf-Mathies, lle rhoddwyd pryd o dafod iddo. Rhoddwyd amryfal esboniadau ynghylch pam yr oedd hyn yn ddrafftio gwael gan yr Awdurdod Datblygu a’r Swyddfa Gymreig yn ei hadroddiad adrannol. Yr oedd yn edrych fel ymgais ddigywilydd i dwyllo ar— [Torri ar draws.] Mae Ieuan Wyn Jones yn mynd i ddweud mai ef a dynnodd hyn i sylw’r Comisiwn Ewropeaidd.

Ieuan Wyn Jones spoken in English p. 46

Certainly not. It is important to recognise that it is not a complicated issue. Rhodri indicated that the UK Government complies with the additionality rules set by the European Union. What the UK Government historically has failed to do is to transfer the money earmarked for countries and regions within the UK according to the benchmark applied by the European Union. All those countries have been short-changed over the years because that money has been allocated according to the Barnett formula.

Ddim o gwbl. Mae’n bwysig cydnabod nad yw hyn yn fater cymhleth. Nododd Rhodri fod Llywodraeth y DU yn cydymffurfio â’r rheolau ychwanegedd a bennwyd gan yr Undeb Ewropeaidd. Yr hyn y mae Llywodraeth y DU yn hanesyddol wedi methu ei wneud yw trosglwyddo’r arian a glustnodwyd ar gyfer gwledydd a rhanbarthau o fewn y DU yn unol â’r feincnod a bennwyd gan yr Undeb Ewropeaidd. Cafodd y gwledydd hynny i gyd lai na’u haeddiant dros y blynyddoedd oherwydd y dyrannwyd yr arian hynny yn unol â fformiwla Barnett.

Rhodri Morgan spoken in English p. 47

Yes, but let us be clear. We want to do a great deal better than the minimum that is set down in the European structural funds regulations. The regulations define additionality in a simple way—you cannot reduce UK public expenditure and replace it with European public expenditure. That is what appeared to have happened in 1996, and pretty well boasted of in the Departmental Report, causing the row which led William Hague to make an unexpected and sudden visit to Brussels to have his wrist slapped.

Do, ond gadewch inni fod yn glir. Mae arnom ni eisiau gwneud yn llawer gwell na’r isafswm a nodir yn rheoliadau cronfeydd strwythurol Ewrop. Mae’r rheoliadau’n diffinio ychwanegedd mewn ffordd syml—ni allwch leihau gwariant cyhoeddus y DU a rhoi gwariant cyhoeddus Ewropeaidd yn ei le. Dyna beth oedd i’w weld wedi digwydd yn 1996, a bod brolio am hynny fwy neu lai yn yr Adroddiad Adrannol, gan achosi’r ffrae a arweiniodd William Hague i dalu ymweliad sydyn ac annisgwyl â Brwsel i dderbyn slap ar ei arddwrn.

Merely saying that you do not want to cut your UK public expenditure and slot in increased European structural funds in its place would comply with Article 11. That is the minimum. Ieuan suggests that we should go beyond that and ensure that the spirit of regional structural funds is entered into, namely, that matching funds enable a full-scale programme of structural funds expenditure on infrastructure, training or other purposes. He does not want us to be held back by the absence of matching funds. That is the spirit that every person in this room wants to see implemented when we reach the end of this complex, unprecedented and unique three-way bargaining process between the Assembly, the Treasury and Brussels.

Byddai dweud yn syml nad oes arnoch chi eisiau cwtogi’ch gwariant cyhoeddus yn y DU a rhoi cronfeydd strwythurol Ewropeaidd mwy yn ei le yn cydymffurfio ag Erthygl 11. Dyna’r lleiaf y dylid ei wneud. Mae Ieuan yn awgrymu y dylem fynd y tu hwnt i hynny a sicrhau yr ymunir yn ysbryd y cronfeydd strwythurol rhanbarthol, sef fod cyllid cyfatebol yn galluogi rhaglen lawn o wariant arian strwythurol ar isadeiledd, hyfforddiant neu ddibenion eraill. Nid yw ef am inni gael ein dal yn ôl gan absenoldeb cyllid cyfatebol. Dyna’r ysbryd y mae pawb yn yr ystafell hon eisiau gweld ei weithredu pan gyrhaeddwn ddiwedd y broses fargeinio dair-ffordd gymhleth, digynsail ac unigryw hon rhwng y Cynulliad, y Trysorlys a Brwsel.

Phil Williams spoken in English p. 47

Phil Williams siaradwyd yn Saesneg t. 47

I noticed in the national development strategy published yesterday that the targets for GDP per head for west Wales and the Valleys should be increased from 71 per cent of the European Union or United Kingdom GDP—they were the same in the calibration year—to 75 per cent in the first two years of the new EU programme.

Fe sylwais yn y strategaeth ddatblygu genedlaethol a gyhoeddwyd ddoe y dylid cynyddu’r targedau ar gyfer CMC y pen ar gyfer gorllewin Cymru a’r Cymoedd o 71 y cant o CMC yr Undeb Ewropeaidd neu’r Deyrnas Unedig—yr oeddent yr un fath yn y flwyddyn y gwnaed y graddnodiad—i 75 y cant yn nwy flynedd gyntaf y rhaglen UE newydd.

If the use of full Objective 1 funding depends on this protracted negotiation, and if there is a delay in the first two years of its implementation, how do you intend to get 4 per cent growth in an area which is predicted to have zero growth without any extra injection of funds from the beginning of next year?

Os yw defnyddio arian llawn Amcan 1 yn dibynnu ar y negodi hirwyntog hwn, ac os oes oedi yn nwy flynedd gyntaf ei weithrediad, sut ydych chi’n bwriadu cael twf 4 y cant mewn ardal lle rhagwelir dim twf heb unrhyw chwistrelliad ychwanegol o gyllid o ddechrau’r flwyddyn nesaf?

Rhodri Morgan spoken in English p. 48

It is handy that we have got two days of debate, because there is a lot happening at the same time. It is entirely coincidental that the national development strategy has been launched in the press today and will be discussed in the Economic Development Committee tomorrow. It is therefore fair to raise an individual item in the national development strategy. The strategy is not Assembly policy at the moment, but it is a European task force document. We are encouraged to consider it; I concede that. However, it is not Assembly policy to say, that is what the task force says and therefore that is what the Assembly thinks ought to happen. There are two separate issues here and I am sure Phil Williams would agree. I will give way to Phil once more, and then we will have to let him develop this further tomorrow.

Mae’n hwylus fod gennym ddau ddiwrnod o ddadlau, oherwydd mae llawer yn digwydd ar yr un pryd. Cyd-ddigwyddiad llwyr yw bod y strategaeth ddatblygu genedlaethol wedi’i lansio yn y wasg heddiw ac y caiff ei thrafod yn y Pwyllgor Datblygu Economaidd yfory. Mae’n deg, felly, codi eitem unigol yn y strategaeth ddatblygu genedlaethol. Nid yw’r strategaeth yn bolisi’r Cynulliad ar y funud, ond y mae’n ddogfen tasglu Ewropeaidd. Cawn ein hannog i’w hystyried; addefaf hynny. Fodd bynnag, nid polisi’r Cynulliad yw dweud, dyna beth mae’r tasglu’n ei ddweud ac felly dyna beth y mae’r Cynulliad yn meddwl a ddylai ddigwydd. Mae dau fater ar wahân yn y fan hyn ac yr wyf yn siŵr y byddai Phil Williams yn cytuno. Fe ildiaf i Phil unwaith eto, ac wedyn bydd yn rhaid inni adael iddo ddatblygu hyn ymhellach yfory.

Phil Williams spoken in English p. 48

Phil Williams siaradwyd yn Saesneg t. 48

Do you accept that deprived areas are seeing a declining economy, that the task force has set reasonable targets, that they should be increased, and that that must begin as soon as possible?

A ydych yn derbyn fod ardaloedd difreintiedig yn gweld economi sy’n dadfeilio, bod y tasglu wedi gosod targedau rhesymol, y dylid eu cynyddu, a bod yn rhaid i hynny ddigwydd cyn gynted ag y bo modd?

Rhodri Morgan spoken in English p. 48

Rhodri Morgan siaradwyd yn Saesneg t. 48

I accept that. We would share the same concerns if we believed that the expenditure from European structural funds that might make a constructive contribution to achieving the target set down by the task force for next year and the following year, was going to be held back by the absence of matching funds.

Yr wyf yn derbyn hynny. Byddem yn rhannu’r un pryderon pe baem yn credu bod y gwariant o gronfeydd strwythurol Ewrop a allai wneud cyfraniad adeiladol at gyrraedd y targed a bennwyd gan y tasglu ar gyfer y flwyddyn nesaf a’r flwyddyn wedi hynny, yn mynd i gael ei ddal yn ôl oherwydd absenoldeb cyllid cyfatebol.

That is possibly the only difference between Dr Williams and myself. He thinks we are going to be held back and I do not. I think the profile of expenditure is different. I do not want to pick a fight at this stage with what is in the task force document because this is its responsibility and not ours. If Phil wants to pick a fight with the task force he can do that and we will find the avenue to do that tomorrow. At the moment, the issue is whether the achievement of any objectives relevant to regional development in Wales is going to be held back by the absence of matching funds.

Dyna, efallai, yr unig wahaniaeth rhwng y Dr Williams a mi. Mae ef yn teimlo ein bod yn mynd i gael ein dal yn ôl ac yr wyf i’n anghytuno. Yr wyf fi o’r farn fod y proffil gwariant yn wahanol. Nid oes arnaf eisiau cychwyn ffrae ar hyn o bryd ynghylch beth sydd yn nogfen y tasglu, oherwydd cyfrifoldeb y tasglu, nid ni, yw hyn. Os yw Phil eisiau dechrau ffrae gyda’r tasglu fe all wneud hynny ac fe ddeuwn o hyd i’r ffordd i wneud hynny yfory. Ar hyn o bryd, y cwestiwn yw a ydyw absenoldeb cyllid cyfatebol yn mynd i rwystro cyflawni unrhyw amcanion perthnasol i ddatblygu rhanbarthol yng Nghymru.

We do not believe so because the new Objective 1 programmes will take a while to negotiate and we therefore believe that the money already in the kitty will be sufficient to provide the matching funds for it. We agree that there will be a matching funds problem, but it will be around 2003, 2004 and 2005 when the expenditure reaches over £200 million a year, rather than in the early years when it is likely to be modest. That is because you cannot get the programme of expenditure going fast enough to stretch the resources available in the first 12 or 18 months.

Nid ydym yn credu hynny oherwydd bydd y rhaglenni Amcan 1 newydd yn cymryd peth amser i’w negodi ac felly yr ydym yn credu y bydd yr arian sydd eisoes yn y god yn ddigon i ddarparu’r cyllid cyfatebol ar ei gyfer. Cytunwn y bydd yna broblem gyda chyllid cyfatebol, ond mai o gwmpas 2003, 2004 a 2005 y bydd hynny pan fydd y gwariant wedi cyrraedd dros £200 miliwn y flwyddyn, yn hytrach nag yn y blynyddoedd cynnar pryd y mae’n debygol o fod yn gymharol isel. Y rheswm am hynny yw na ellir cael y rhaglen wario ar ei thraed yn ddigon cyflym i ymestyn yr adnoddau sydd ar gael yn y 12 i18 mis cyntaf.

Fe wnaethoch chi gyfeirio at broblem gyda chyllid cyfatebol yn y flwyddyn 2003. A allwch ddweud wrthym beth yw’r broblem?

Rhodri Morgan spoken in English p. 49

Rhodri Morgan siaradwyd yn Saesneg t. 49

The British Government does its expenditure planning in blocks of three years. The next three-year expenditure programme will take us from 2001 to 2004. That three-year basis is new in that the public expenditure system in this country, until very recently, operated on an annual basis. When you try to stretch that period from three to seven years, having only recently gone from one to three years, it calls for unprecedented and unique public expenditure bargaining strategies. It is a problem that the Treasury has never faced before.

Mae’r Llywodraeth Brydeinig yn cynllunio’i gwariant mewn blociau o dair blynedd. Bydd y rhaglen wariant tair blynedd nesaf yn mynd â ni o 2001 i 2004. Mae’r drefn dair blynedd hon yn newydd, gan mai ar sail flynyddol yr oedd y system wario cyhoeddus yn gweithredu yn y wlad hon tan yn ddiweddar iawn. Pan geisiwch estyn y cyfnod hwnnw o dair i saith blynedd, a chithau ddim ond yn ddiweddar wedi mynd o un i dair blynedd, mae’n galw am strategaethau bargeinio gwariant cyhoeddus hollol newydd ac unigryw. Mae’n broblem nad yw’r Trysorlys erioed wedi’i hwynebu o’r blaen.

However, PFI was also very new. It meant that you might put down a marker committing yourself to repaying the cost of a hospital over 60 years or for a road over 25 years, let us say. It may be a unique and unprecedented problem but that does not mean it is insoluble. It just takes a bit more bargaining and negotiation. This agreement runs for seven years. That is unique and unprecedented and poses particular problems for us in Wales because our Objective 1 area is two thirds, as Jenny said, of the total populated area of Wales. Solving the problem will take a united effort by this Assembly in giving maximum bargaining strength to those doing the negotiating with the Treasury and Brussels.

Fodd bynnag, yr oedd menter cyllid preifat yn newydd iawn hefyd. Yr oedd yn golygu y gallech chi osod marciwr yn ymrwymo i ad-dalu cost ysbyty dros 60 mlynedd neu am ffordd dros 25 mlynedd, dywedwn. Gall fod yn broblem unigryw a digynsail ond nid yw hynny’n golygu na ellir ei datrys. Ychydig mwy o fargeinio a negodi yw’r cyfan sydd ei angen. Mae’r cytundeb hwn yn weithredol am saith blynedd. Mae hynny’n unigryw a heb gynsail ac yn achosi problemau arbennig i ni yng Nghymru am fod ein hardal Amcan 1, fel y dywedodd Jenny, yn ddwy ran o dair o gyfanswm ardal poblogedig Cymru. I ddatrys y broblem rhaid wrth ymdrech unedig gan y Cynulliad hwn i roi’r cryfder bargeinio mwyaf posibl i’r rheini fydd yn gwneud y negodi gyda’r Trysorlys a Brwsel.

I give way, perhaps for the last time, seeing as we will revisit this issue tomorrow.

Fe ildiaf, efallai am y tro olaf, o gofio y byddwn ni’n ail-ymweld â’r mater hwn yfory.

I welcome your final admission and the doubts presented in your answers. However, your admission does seem to be rather different from the statement heard time and time again from the Prime Minister that he will not let Wales down.

Yr wyf yn croesawu’ch cyfaddefiad o’r diwedd a’r amheuon a gyflwynir yn eich atebion. Fodd bynnag, y mae’n ymddangos bod eich cyfaddefiad braidd yn wahanol i’r datganiad a glywyd dro ar ôl tro gan y Prif Weinidog nad yw’n mynd i adael Cymru i lawr.

Rhodri Morgan spoken in English p. 50

Rhodri Morgan siaradwyd yn Saesneg t. 50

I shout things from the roof-top time and time again and then I am told, when Alun Cairns hears it for the first time, that he has prised an admission out of me. I have said this consistently and loudly. What I have said is not new. I said it in the Economic Development Committee almost two weeks ago. The issue is that of the profile of the expenditure and when that profile goes above the average of £190 million that Jenny referred to earlier. The figure of £1.2 billion over seven years sounds a lot but divided by seven it does not sound that much. However, when you start small, you can catch up later and in the years after 2003 the sums get very significant. I am getting the Treasury to agree because it has never been asked to agree to anything like this before. It is new and different and unprecedented. However, let us not go into this negotiating procedure with the belief that we have lost before we have started. Just because it is new and unprecedented does not mean any problems are insoluble.

Byddaf yn gweiddi pethau o ben y to dro ar ôl tro ac wedyn dywedir wrthyf, pan glyw Alun Cairns y peth am y tro cyntaf, ei fod wedi gwasgu cyfaddefiad allan ohonof. Yr wyf wedi dweud hyn yn gyson ac yn uchel. Nid yw’r hyn a ddywedais yn newydd. Fe’i dywedais yn y Pwyllgor Datblygu Economaidd bron bythefnos yn ôl. Mater o broffil y gwariant ydyw, a pha bryd y cwyd y proffil hwnnw dros y cyfartaledd o £190 miliwn a grybwyllodd Jenny ynghynt. Mae’r ffigwr o £1.2 biliwn dros saith blynedd yn swnio’n fawr, ond o’i rannu â saith nid yw’n swnio cymaint â hynny. Fodd bynnag, pan ddechreuwch yn fach, gallwch ddal i fyny yn ddiweddarach, ac yn y blynyddoedd ar ôl 2003 bydd y symiau’n mynd yn arwyddocaol iawn. Yr wyf yn cael y Trysorlys i gytuno oherwydd ni ofynnwyd erioed o’r blaen iddo gytuno i unrhyw beth fel hyn. Mae’n newydd ac yn wahanol a heb gynsail. Fodd bynnag, peidied â gadael inni fynd i mewn i’r gwaith negodi hwn gyda’r gred ein bod wedi colli cyn inni ddechrau. Nid yw’r ffaith ei fod yn newydd a heb gynsail yn golygu fod unrhyw broblemau yn rhai na ellir eu datrys.

I have a very short point, Rhodri. Do you agree with your colleague Ron Davies that the figures for match funding required which he put to the Cabinet and disclosed to us were, for the three years of the comprehensive spending review: £3 million, £54 million, and £263 million? Do you agree with his comment when he told us that the Cabinet turned it down, despite the fact that those were figures he put forward?

Pwynt byr iawn sydd gennyf i, Rhodri. A ydych chi’n cytuno gyda’ch cydweithiwr Ron Davies mai’r ffigyrau ar gyfer cyllid cyfatebol angenrheidiol a gyflwynodd ef i’r Cabinet ac a ddatgelwyd i ni oedd, dros dair blynedd yr adolygiad gwario cynhwysfawr: £3 miliwn, £54 miliwn a £263 miliwn? A ydych chi’n cytuno gyda’i sylw pan ddywedodd wrthym fod y Cabinet wedi’i wrthod, er gwaethaf y ffaith mai ffigyrau a roddodd ef gerbron oedd y rheini?

Rhodri Morgan spoken in English p. 51

Rhodri Morgan siaradwyd yn Saesneg t. 51

If Ron Davies says those were the figures he put to the Cabinet, I am absolutely certain that they were. However, I cannot say that these are figures that the Treasury then said no to. I was not privy to those negotiations. It is a matter for Mike to take up with Ron or to raise at tomorrow’s Economic Development Committee meeting.

Os yw Ron Davies yn dweud mai dyna oedd y ffigyrau a roddodd ef i’r Cabinet, yr wyf yn hollol sicr mai dyna oeddent. Fodd bynnag, ni allaf ddweud mai dyma’r ffigyrau a wrthodwyd wedyn gan y Trysorlys. Nid oedd gen i ran yn y negodi hwnnw. Mater yw hwnnw i Mike ei godi gyda Ron neu ei godi yng nghyfarfod y Pwyllgor Datblygu Economaidd yfory.

I mentioned the many happy coincidences happening this week. We have also mentioned the assisted area review later this week, which we hope will give us hints about where the UK assisted area programs will take us. It is possible that negotiation will start soon on the transfer to the Assembly of financial responsibility for the European social fund. Obviously, we will not be willing to accept this unless we get adequate compensation from the Department for Education and Employment for its effect on the Welsh block grant. However, those transfer negotiations are also fairly imminent.

Soniais am y sawl cyd-ddigwyddiad hapus sy’n digwydd yr wythnos hon. Yr ydym hefyd wedi sôn am yr adolygiad o’r ardaloedd cymorthedig yn ddiweddarach yr wythnos hon, a fydd, gobeithio, yn rhoi ambell awgrym inni ynghylch ble y bydd rhaglenni ardaloedd cymorthedig y DU yn mynd â ni. Mae’n bosibl y bydd negodi’n dechrau’n fuan ar drosglwyddo i’r Cynulliad gyfrifoldeb ariannol dros gronfa gymdeithasol Ewrop. Yn amlwg, ni fyddwn yn fodlon derbyn hyn oni bai ein bod yn cael iawndal digonol oddi wrth yr Adran Addysg a Chyflogaeth am ei effaith ar y grant bloc i Gymru. Fodd bynnag, mae’r negodiadau trosglwyddo hynny hefyd ar ein gwarthaf.

It is true that we are aware of rumours flying around Wales that certain Commission officials, from positions of reasonable authority within the Commission, have been making fairly blood-curdling noises about their view on matching funds and on this profile of expenditure: starting off small, reaching the average in 2003 and then going well beyond the average from 2003 to the finalising of the programme in 2006.

Y mae’n wir ein bod yn ymwybodol o sibrydion sy’n mynd o gwmpas Cymru fod rhai o swyddogion y Comisiwn, o safleoedd o awdurdod rhesymol o fewn y Comisiwn, wedi bod yn gwneud synau eithaf brawychus am eu barn hwy ar gyllid cyfatebol ac ar y proffil gwariant hwn: dechrau’n fach, cyrraedd y cyfartaledd yn 2003 ac wedyn mynd ymhell dros y cyfartaledd o 2003 hyd derfyn y rhaglen yn 2006.

One Commission official, Graham Meadows, will meet our officials next week. Much is happening currently and much is imminent. The situation is fast-changing for that reason. We can return to some of those subjects tomorrow. I hope that I have explained why it is appropriate for these matters to be considered as part of the comprehensive spending review to be held next year. It will determine allocation for the three years starting from 1 April 2001. In terms of the full seven-year period it will cover the whole of the following three years after that as well as the three-year-spending programme.

Bydd un o swyddogion y Comisiwn, Graham Meadows, yn cyfarfod â’n swyddogion yr wythnos nesaf. Mae llawer yn digwydd ar hyn o bryd ac mae llawer ar fin digwydd. Mae’r sefyllfa’n newid yn gyflym am y rheswm hwnnw. Gallwn ddod yn ôl at rai o’r pynciau hynny yfory. Gobeithio fy mod i wedi egluro pam y mae hi’n briodol i’r materion hyn gael eu hystyried fel rhan o’r adolygiad gwario cynhwysfawr a gynhelir y flwyddyn nesaf. Bydd yn penderfynu’r dyraniad am y tair blynedd yn dechrau o 1 Ebrill 2001. Yn nhermau’r cyfnod saith blynedd llawn, bydd yn ymdrin â’r cyfan o’r tair blynedd dilynol wedi hynny yn ogystal â’r rhaglen wario tair blynedd.

On the specifics of Jenny’s motion, I appreciate the sentiments contained in it. Discussions with the Treasury have begun and I can say more about that tomorrow. I cannot predict at the moment what the outcome of those discussions might be. However, I am sure that we will be able to play a very strong hand with the united assistance of the people of Wales behind us—for everybody wants us to succeed—because we know that we will not get this opportunity again. While the principle behind the motion is fine, I cannot support it technically because it is too early to say how the discussions will go or what any mechanism for additional funding might be.

O ran manylion cynnig Jenny, yr wyf yn gwerthfawrogi’r teimladau a fynegir ynddo. Mae trafodaethau gyda’r Trysorlys wedi dechrau a gallaf ddweud mwy am hynny yfory. Ni allaf ddarogan ar y funud beth fydd canlyniad y trafodaethau hynny. Fodd bynnag, yr wyf yn siŵr y byddwn yn gallu chwarae llaw gref iawn gyda chymorth unedig pobl Cymru y tu cefn inni—oherwydd mae pawb am inni lwyddo—oblegid gwyddom na chawn ni’r cyfle hwn eto. Er bod yr egwyddor y tu cefn i’r cynnig yn iawn, ni allaf ei gefnogi’n dechnegol am ei bod yn rhy gynnar i ddweud sut yr aiff y trafodaethau na pha fecanwaith y gellid ei sefydlu ar gyfer cyllid ychwanegol.

You are aware, Jenny, that Ieuan Wyn Jones and the Business Secretary expressed concerns in the Plenary session last week about the appropriateness of using the short debate slot, as you have done today, to discuss and vote on substantial policy issues. For both these reasons, therefore—procedural and substantial—the Labour group and I will abstain from voting.

Yr ydych yn ymwybodol, Jenny, y mynegodd Ieuan Wyn Jones a’r Trefnydd bryderon yn y Sesiwn Llawn yr wythnos ddiwethaf ynglŷn â phriodoldeb defnyddio slot y ddadl fer, fel y gwnaethoch chi heddiw, i drafod a phleidleisio ar faterion polisi sylweddol. Am y ddau reswm hyn, felly—trefn a sylwedd—bydd y grŵp Llafur a minnau’n atal ein pleidlais.
